Ludhiana
: 25th December 2021: (Punjab Screen Bureau)::

In less than 24 hours, the Punjab Police has managed to crack the the Ludhiana Court Bomb Blast case after zeroing in on the identity of the deceased as Gagandeep Singh (31) of Khanna, who was recruited in Punjab Police as constable and dismissed in August 2019 after 385 gm of heroin was recovered from his possession.

“I am Proud of the Punjab Police, who have successfully cracked the Ludhiana blast case in less than 24 hours,” said Director General of Police (DGP) Punjab Siddharth Chattopadhyaya, while addressing a press conference at Punjab Police Headquarters in Chandigarh on Saturday.

As per the information, a high intensity explosion occurred in a public toilet at the District Court Complex in Ludhiana on Thursday, which left one person dead and six other persons injured. The district court was functioning as usual, when the blast took place and it was so powerful, that the public toilet was damaged and several window panes of the building were shattered.

DGP Siddharth Chattopadhyaya said that during the course of post mortem the Police were able to identify the deceased from his tattoo mark on the right arm. Separately, the DNA samples of the body were also collected, he added.

He said that accused Gagandeep Singh was working as a Munshi at PS Sadar Khanna, when he was arrested with heroin and an NDPS case was registered at Police Station STF SAS Nagar, Mohali. The case is under trial at the prosecution evidence stage, said the DGP.

He said that after having spent two years in Ludhiana Jail in the said case, he got out from Ludhiana jail on bail in the month of September 2021 and he was to appear in the court again on December 24, 2021.

The DGP said that preliminary investigations suggest that accused Gagandeep wanted to create fear and panic at the court premises.

Not ruling out the Pak-based Pro-Khalistan connection behind this act, the DGP said that the Police are investigating this case from all angles. “Preliminary investigations suggests that accused Gagandeep could have developed links with Pro-Khalistan elements in the jail, who have used him to target the Court premises with intention to disturb the peace of the State,” said DGP Siddharth Chattopadhyaya, while answering to Journalist’s question.

The DGP said that the material used for the explosion is yet to be ascertained as samples have been sent to the forensic lab. “A team of NSG and that of the state forensic experts were called for a post blast investigation,” he said.

During the course of systematic clearing of debris at the blast site, the forensic team collected some vital clues like damaged mobile set and burnt clothes on the body of the deceased besides other material evidence, the DGP added.

Notably, the DGP has also personally visited the Court Complex, where the blast took place and had a meeting with District and Sessions Judge, Ludhiana and reviewed the security arrangements. The DGP also held the meeting with field officers on Friday and directed them to keep utmost vigil to prevent any further terror attack in the state.

According to the accused Gagandeep’s wife Jaspreet Kaur Gagandeep had left home at about 9.30am on the day of the blast and his mobile was switched off ever since. She recognised the tattoo mark on the arm of Gagandeep and the apparel worn by him.

Meanwhile, an FIR dated December 23, 2021 has already been registered under sections 302, 307 and 124-A of the Indian Penal Code (IPC) and various sections of Explosive Substances Act, Prevention of Damage to Public Property Act and Unlawful Activities (Prevention) Act at Police Station Division No. 5, Ludhiana.

No civilised society can approve of such killings:Capt.

21st December 2021 at 7:08 PM

Accused should have been handed over to the police

National security, Punjab interest, top priority: Capt Amarinder

Rajpura
(Patiala): 21st December 2021: (Gurjit Billa//Punjab Screen)::
Former Chief Minister Capt Amarinder Singh today said that national security and the welfare of Punjab was on top of his agenda and hoped that next PLC-BJP goverment will successfully work on that.
Addressing a public meeting after inducting senior Congress leader,  Jagdish Kumar Jagga into the party, here today, Capt Amarinder said, the two parties were working in close coordination to ensure success in the ellections.
Later talking to reporters, Capt Amarinder said, the case registered against Akali leader Bikram Singh Majithia will not stand legal scrutiny as the government had not followed due process of law.
He also condemned the killing of the sacrilege accused in Durbar Sahib and Kapurthala, saying the accused should have been handed over to the police.
Responding to a question on registration of an FIR against Majithia, he asked on what basis the government had registered the case against him since the report on drug trafficking was still lying with Punjab and Haryana High Court in a sealed cover. "After all there is a law in the country and I am sure it will not stand the legal scrutiny in the court of law", he said, while adding, "just because you don't like someone, you can't put him behind bars".
To a question on lynchings in Amritsar and Kapurthala, Capt Amarinder said, the accused should have been handed over to the police. No civilised society can and should approve of such killings.
On the issue of people getting angry for denial of justice over Behbal Kalan sacrilege, thus resorting to such killings, the former Chief Minister said, his government had pursued it from day one.
He said, first the state had to fight a long legal battle to get the inquiry back from the Central Bureau of Investigation and then the investigation was started and 22 people including police officials and civilians were arrested who are on bail now.
He said, there is no justification for mob lynching, whatsoever and it is condemnable.
Earlier Capt Amarinder was accorded a rousing reception by people of this industrial town. His cavalcade of cars was led by a motorcycle rally, participated over by hundreds of youth. He was greeted and cheered by people and was showered with flowers all through the route.
Capt Amarinder recalled his sentimental association with Rajpura town. He said, his father late Maharaja Yadwinder Singh had settled the refugees from Bahawalpur in this town and his mother Late Rajmata Mohinder Kaur used to look after the refugees and he used to visit the camps with her.
Responding to the complaints of harassment, arm twisting, intimidation and registration of false cases at the behest of local MLA, Capt Amarinder said, he will ensure that he (the MLA) is held accountable very soon. "The time for this government is up and it is just a matter of few days when code of conduct will be imposed", he said, while adding, "neither this MLA, nor this government will be seen anywhere after the elections".
Capt Amarinder thanked the Bharatiya Janata Party leadership, the Prime Minister Narendra Modi and the Home Minister Amit Shah in particular, for their whole hearted support for Punjab.
He said, his top most priority was national security and good governance in Punjab. He warned against the designs of the enemy country which was continuously sending in weapons for creating trouble here. He emphasised the need for close coordination between the Punjab Police and various central security agencies.
Congratulating Jagdish Jagga for organising an impressive public meeting, Capt Amarinder said, this reflected his popularity among the people.
On the issue of ticket distribution, Capt Amarinder said, his party and the Bharatiya Janata Party will work together to finalise the winning candidates only.
He also thanked the BJP leaders and workers who attended the meeting.

Chandigarh: 09 December 2021: (Gurjit Billa//Punjab Screen)::

“We need to go beyond the stubble burning issue and include road dust, and emissions from  municipal waste, industries, and burning of plastic while dealing with air pollution,” said Shri Rana Gurjeet Singh, Cabinet Minister, Government for Punjab. He was speaking at ‘Vision:Clean Skies for Punjab’, organised by the Center for Study of Science,Technology and Policy (CSTEP), one of India’s leading think tanks in Chandigarh.

“Comprehensive solutions to deal with air pollution are the need of the hour. To make this happen, government departments have to align their vision,” he said. Given the large agricultural yield of Punjab, immediate measures are needed to tackle the problem of stubble burning. “We will be able to convince farmers to stop burning stubble only if we present them with alternative solutions. Industry, agricultural universities, pollution control boards, and the government need to work together to find holistic solutions to manage the issue,” he said.

Speaking at the event, Mr Krunesh Garg, Member Secretary, Punjab State Pollution Control Board observed that stubble should not be treated as a problem but rather as an opportunity to make fuel or fertilisers. This could help farmers financially while contributing to better air quality, he said.

Meanwhile, Dr Kamal Kumar Garg, Municipal Commissioner, Mohali, stressed the need for incorporating environmental safety in the manifesto of all political parties. Numerous reports recently have highlighted Punjab’s deteriorating air quality. While most discussions centre around the issue of stubble burning in winter, citizens of Punjab are affected by poor air quality levels throughout the year.

The State of India’s Environment 2021 reported as many as 41,900 deaths in Punjab due to air quality issues in the state. In 2018, Punjab featured among the top four states with maximum cities that failed to meet India's national air quality standards. It is in this context that CSTEP organised the event to find practical solutions to improve the air quality in the state.

Speaking at the event, Dr. Jai Asundi, Executive Director, CSTEP said, “The primary objective of this discussion is to understand all the causes and impacts of air pollution in 2 www.cstep.in Punjab, identify practical challenges in policy implementation, expedite the development of sustainable solutions, and build the technological capacity of state departments.”

Dr. Pratima Singh, Lead of the Centre for Air Pollution Studies at CSTEP said, “The issue of air pollution in Punjab receives a lot of attention during the winter months because of stubble burning which affects neighbouring states such as Delhi. But many factors contribute to Punjab’s air pollution. Through these discussions, we hope to initiate a deeper conversation on these factors and through scientific assessments and by engaging with local communities, we will prepare a comprehensive and strategic plan for improving the state’s air quality.”

Experts Views on “Saving Liver, Saving Life”

 Liver disease has become rampant in the region of Punjab

Ludhiana
: 6th November 2021: (Punjab Screen Bureau)::

In the last decade, liver disease has become rampant in the region of Punjab due to large burden of obese & diabetic population with fatty liver, alcohol & drug abuse and high rate of HCV infection. Progressive liver disease leads to liver cirrhosis, failure and liver cancer causing untimely death. The only ray of hope for long term survival in such patients is Liver transplantation.

Due to lack of adequate liver transplant services in Punjab, AGI-The GASTROCITI, LUDHIANA keeping its promise of delivering the best healthcare services to the needy people took the first initiative to collaborate with Jaypee Hospital (Noida) and started Liver Transplantation services in February 2021 at LUDHIANA. The liver transplant programme was designed with patient screening, assessment, pre-transplantation workup and post surgical follow up at AGI - The GASTROCITI, LUDHIANA. Surgical services were provided by Dr. Punit Singla, Associate Director, Department of Liver Transplant & Surgical Gastroenterology, Jaypee Hospital (Noida).

The Team has now successfully completed five liver transplants in a short span of six months, barring 3 months deferment due to second wave of COVID-19 when the services were temporarily interrupted. The teamwork of three eminent Gastroenterologists namely Dr. Nirmaljeet Singh Malhi, Dr. Rajiv Grover & Dr. Jasmeet Singh Dhingra and Gastro Surgeon Dr. Harpal Singh in collaboration with Liver Transplant Surgeon Dr Punit Singla offers complete umbrella services to patients needing medical therapy, transplant surgery, holistic pre & post transplant care and most importantly listing of recipients for cadaveric transplant who do not have living donor in their family.

It is a matter of great pride that after proper counseling, timely referral and expert pre & post transplant care, all the five liver transplants were completed with 100% success rate and this is an achievement of substantial proportions for the entire region. It is very encouraging and an eye opener for the society that women are leading and courageously coming forward to donate a part of their liver to loved ones. Recalling his experience, the first liver transplant patient Mr. Soni said life had become too difficult due to repeated abdominal fluid collection & blood loss as a result of end stage liver disease. His life span was limited to a few weeks to months without liver transplant. His daughter came forward to donate a part of her liver to her ailing father despite being young and unmarried. The patient underwent a successful liver transplant, which lasted for around 10 hours. Both donor and the recipient are now fine.

Another three patients, underwent liver transplant where in their spouses donated a part of liver for the procedure. Such successful cases and courageous donors are the need of the hour for liver patients in Punjab. Some patients don’t have any eligible family donors. Since organ donation is the most generous gift known to mankind which can create a legacy of life, our fifth transplant patient Mr. Puri was fortunate that he could get cadaveric liver as he was listed in cadaveric list prior. A special “Green Corridor” was created in Delhi for the procedure. He is doing fine and has been successfully discharged.

As the only ray of hope for long term survival in end stage liver disease (cirrhosis) patients is liver transplantation and there is a grave scarcity of quality liver transplant services in region of Punjab and its surrounding areas, this concept of wholesome patient care under one roof and collaborative team work of A.G.I- The Gastrociti Ludhiana & Jaypee Hospital Noida is a big boon for people of Punjab and will help the needy and liver disease patients in a big way.

The BJP goons are behind the tragic accident at Lakhimpur Khiri and are part of a deep conspiracy to suppress the peasant movement and the Aam Aadmi Party condemns the incident and strongly condemns it, said the Lok Sabha in-charge.  Amandeep Singh Mohi, District President Urban Suresh Goyal, Rural District President Harbhupinder Singh Dharor, Rural Co-President Gurdarshan Singh Kohli, District Secretary Sharanpal Singh Makkar.  Against the yogi and Modi marched in full force, led by Chaudhary Madan Lal Bagga at Jalandhar Bypass Chowk in the constituency north,

 Jodhewal Basti Chowk of Constituency Central under the leadership of Suresh Goyal, Samrala Chowk of Constituency East under the leadership of Daljit Singh Bhola Grewal, Arora Palace Chowk of Constituency Atam Nagar under the leadership of Kulwant Singh Sidhu, Rebel Stand of Constituency South under the leadership of Rajinderpal Kaur Chhina  The Aam Aadmi Party led by Shimalpuri, Jagdeep Singh, Nanak Singh and other western leaders staged protests in different constituencies at the gate of the new court, District Ludhiana.  Such murderous attacks on protesting farmers will never be tolerated.  The Aam Aadmi Party demands immediate arrest of Union Minister of State Ajay Mishra and his son responsible for the incident and immediate removal of the riot minister Ajay Mishra.

 Rural President Harbhupinder Singh Dharora and Rural Co-President Gurdarshan Singh Kohli while talking to reporters said that Aam Aadmi Party is fully with the farmers and will continue to stand with the farmers like a rock in future also.  The dictatorial attitude of the BJP is dangerous for the country and we strongly oppose this attitude.  Narendra Modi should pay attention to the demands of the farmers and repeal the black laws immediately.  District Secretary Sharanpal Singh Makkar said that the Aam Aadmi Party demanded that a murder case be registered against the son of the BJP minister and he be arrested immediately.  He said that till the case is decided, the Minister should be removed from his post as as the Union Minister of State for Home Affairs, he could influence the investigating agencies.  Narendra Modi should realize that the farmers are against these laws which is why they are risking their lives so he should withdraw these black laws with immediate effect.

Planned to Crush Farmers Movement

 4th October 2021 at 4:58 PM

Kendri Singh Sabha on Lakhimpur Kheri Killing

Chandigarh: 4th October 2021:( Kartika Singh//Punjab Screen)::

Killing of the peacefully protesting farmers at Lakhimpur Kheri in Uttar Pradesh was planned to crush their movement by unleashing the direct State-sponsored violence, that too, after openly threatening the protesters by a Federal Minister.

Sikh intellectuals associating with the Singh Sabha said such actions coming from those running the country’s Home Affairs was all the more condemnable and manifested the reversal of the democracy into a totalitarian regime which Indians should have to resist to preserve their hard earned freedom.

On Sunday six farmers including Lovepreet Singh (20), Daljeet Singh (35), Nachhattar Singh (60) and Gurvinder Singh (19) were mowed down by a car driven by the son of Union State Home Minister Ajay Mishra and injured around 12-15 other protesters.

Reports said that Ashish Mishra Teni (son of Union Minister of State for Home Affairs Ajay Mishra Teni) came with three vehicles around the time when the farmers were dispersing from their protest at the helipad and mowed them down. Also attacked and injured Samyukt Kisan Morcha (SKM} leader Tajinder Singh Virk when the attackers tried to run a vehicle over him. Before that attackers fired shots killing a farmer on the spot.

The Sikh thinkers said the gory incident shows that the Modi government has not only launched repression on the farmer movement but also attempting to communalise and polarise the society by singling out and targeting the farmers belonging to a visible and miniscule minority of the Sikhs in Uttar Pradesh. Already the government had made concerted efforts to project the Sikh farmers protesting at Delhi borders as “separatist Khalistanis and terrorists” to divide and weaken the farmer agitation.

Following Union State Minister Ajay Mishra ( see video), Haryana Chief Minister Manohar Lal Khattar too doled out open threats to the protesting farmers. He has openly instigated the BJP/ RSS workers at a meeting a few days ago asking them to organise themselves into armed groups all over Haryana and attack the protesting farmers.

The Haryana Chief Minister went to the extent of saying, “now there is no option but to mount an open attack on the farmers and such acts of theirs (BJP/RSS workers) would earn them prominence in politics and history.” (see video)

We appeal to the Opposition parties to come forward and openly join the agitating farmers to defeat the undemocratic moves of the frustrated Modi regime. We are sure the Opposition’s mere statements on condemnation of the incident and demanding like registering of murder case against the minister’s son and others would not serve the rightful purpose of the Indian democracy at this crucial juncture.

We also appeal to Punjabis and particularly Sikhs not to get provoked and resist peacefully the State sponsored violence on the farmers for a larger issue of saving the democracy.

At the same time, the role of 'godi' (lapdog) media is condemnable as it has been attempting either to suppress the tragic incident or projecting it as a clash between the protesting farmers and the BJP workers.

Signatories to the joint statement are: Former National Minority Commission Vice Chairman Prof Bawa Singh, Principal (retd) Sucha Singh,  Senior journalists Jaspal Singh Sidhu and Sukhdev Singh , Dr Piare Lal Garg, Prof Manjit Singh, Editor Desh Punjab Gurbachan Singh Jalandhar, Dr Narinder Singh and Author Rajwinder Singh Rahi.

AAP gives ultimatum to Cong. govt. to remove Deol

28th September 2021 at 6:02 PM

Conspiracy to save Guru's culprits to make APS Deol A G: Harpal Singh Cheema

Slammed CM Channi on Deol's appointment

Chandigarh
: 28th September 2021: (Punjab Screen Bureau)::

The Aam Aadmi Party (AAP) Punjab senior leader and Leader of Opposition (LoP) Harpal Singh Cheema expressed strong objection and disappointment over the newly appointed Advocate General of Punjab Amar Preet Singh Deol (APS Deol), stating that it was not expected from the new Chief Minister Charanjit Singh Channi, that his real face will be exposed so early. He said to save the former DGP Sumedh Saini and the Badal family in sensitive cases; Channi has gone two steps ahead of former Chief Minister Capt Amarinder Singh.

Cheema appealed to the Chief Minister Charanjit Singh Channi to rectify this blunder immediately stating that APS Deol should be removed immediately from the post of AG. He also warned that if the Channi government did not remove APS Deol from the office within 10 days, the Aam Aadmi Party would wage a decisive struggle against the government as it was a conspiracy to save the Guru's culprits.

Addressing a press conference with party MLAs Kultar Singh Sandhwan, Amarjit Singh Sandoa, state general secretary Harchand Singh Barsat, spokespersons Malvinder Singh Kang and Manwinder Singh Giaspura at the party headquarters here on Tuesday, Harpal Singh Cheema showed the documents of Deol's prosecution as a senior counsel for former DGP Sumedh Saini in the Behbal Kalan and Kotkapura firing cases related to desecration of Sri Guru Granth Sahib. He said that not only Saini, but APS Deol was also fighting the cases of other accused. Then what justice can be expected in the sensitive cases being fought by the Punjab government under APS Deol's leadership, questioned Cheema.

Harpal Singh Cheema said for the first four-and-a-half-years, Advocate General Atul Nanda appointed by Capt Amarinder Singh, in collusion with the Badal family and Sumedh Saini had not get justice in Behbal Kalan and Bargari cases and now Channi, by going to great lengths has appointed Sumedh Saini's lawyer as Advocate General. “This is the result of a deliberate conspiracy. It is as if the Badals and Saini have taken over the entire government machinery. As a result, Channi has followed in Captain's footsteps,” he said.

The AAP leader said it was not expected from the new Chief Minister. “Justice for Bargari and Behbal Kalan was expected, but the Channi government's decision on APS Deol shattered the hopes,” he added. Cheema said the people who have been accused by Justice Ranjit Singh and Justice Zora Singh for desecration of Sri Guru Granth Sahib and Behbal Kalan-Kotkapura firing; how can the government even consider appointing a lawyer for those accused as its Advocate General?

He said legal ethics also does not allow a lawyer who is first fighting the case on behalf of the accused, to be able to fight against the accused on behalf of the government. Cheema alleged that Deol's appointment was a conspiracy to save the accused, which could not be tolerated. He said that all the Aam Aadmi Party MLAs were also writing letters to the Chief Minister in this regard.
