Protest against Blank-Ban on right of peaceful protest

Today more than 70 democratic mass organisations of workers, farmers, students, women, intellectuals and democratic people held a rally at Shaheed Kartar Singh Park to register a strong protest against blank ban on right of protes peacefully by imposing 144 in whole of Ludhiana and that too for unspecified  time. They also held a protest march to DC Ludhiana office. A protest note was handed over to him demanding that this order which is violative of Supreme court order be withdrawn immediately. This mass rally also protested against Punjab government policy of impossing draconian laws which impinge on the democratic rights of people and strongly demanded  cancalation of such laws. In case of failure of government in this it will have to face more serious  and broder protests.

 The speakers strongly emphasised that this action of Ludhiana administration to impose 144 without any reason and that too for unlimmited time is a serious violation of the supreme court rulings. Some speakers emphasised that it is violative of democratic rights and constitutional rights of people. The Punjab Goverment which came with a promise to protect rights of people is instead working on sneakingly is trying to impose such laws which will make Punjab a police state, which is strongly condemned. When the policies of governments are such as to create inequality and  hence putting people into great distress . The rally was unanimous in demanding that  the government  must adopt the policy of inclusiveness instead of repressing civil liberties and democratic rights. It was reminded that it is government duty to work for providing social and economic justice to people.

CPI NC Calls For United Resistance To Combat

The National Council of the Communist Party of India that concluded its three days session here in Party headquarter Ajoy Bhavan on July 17, has noted with serious concern the growing fascistic offensive, both politically and economically, of the Narendra Modi government and has called for concrete initiatives to organize united resistance by uniting all Left, democratic and secular forces. It has also urged the Party rank and file to organize ideological campaign to counter the Sangh Parivar offensive fully backed by the Union Government.

The National Council meeting preceded by the two days meeting of National Executive was presided over by Dr. Nara Singh, secretary of Manipur State Council of the Party. General Secretary of the Party Com. S. Sudhakar Reddy piloted the main document on political and economic developments during past six months since last National Council meeting in January held at Guntur in Andhra Pradesh. The report was earlier processed by the National Executive.

The report has analysed various economic policies that are being pursued by the Modi government and concluded that with clear right ward shift in politics and economy there is the apprehension that these developments may sow the seeds of fascistic shift in the country with ongoing destruction of secular-democratic fabric, handing over the economy to corporates and International finance capital and pushing the country’s foreign policies in the laps of imperialists, particularly the US-Israeli clique.

In the economic sphere, the National Council has particularly noted the relaxation in FDI norms, downward trend in all economic indicators, wavering in industrial growth, fall in GDP, growing unemployment and concluded that the country’s economy is deteriorating continuously.

The National Council has also expressed concern on various destructive and divisive movers of the government like privatization and saffronisation of education, pushing the health care out of the reach of the common people, penetration of Sanghis in all spheres of governance, destroying autonomy of higher educational institutions and other cultural entities.

The threat to our secular democratic system and economic independence is so great that it could not be fought by one or two political parties. We have to unite all secular-democratic forces. Such unity and joint action could be developed on different fronts with different political forces on specific demands.

The National Council also reviewed the assembly elections held recently. While congratulating the people of Kerala for the resounding victory of Left-democratic front, the National Council expressed disappointment over the failure of the Left in other four states.

As there are elections in six other states next year, the National Council resolved to start preparations from now onwards. Particular emphasis will be on organistional preparedness of the Party. Politically the party will adopt electoral tactics on the basis of emerging situation in each state.

The National Council adopted several resolutions including one on worsening situation in the State of Jammu and Kashmir.

For immediate purpose the National Council has laid down following tasks.

Task:

1. Organize demonstrations, dharnas on 17th August 2016 against price-rise, against FDI in nine sectors and demanding relief to drought affected areas.

2. Support the 2nd September 2016 working class national strike and make it a success.

3. Implement decisions on Party organisation of Chandigarh National Council meet.

4. Strengthen mass fronts and provide necessary help.

5. Organise state level, district level conventions, and seminars on secularism and against intolerance. Print booklets and publish articles.

6. Start preliminary preparations for elections in Uttar Pradesh, Uttarakhand, Punjab, Manipur, Goa and Gujarat.

7. Solidarity day with Bastar tribals to be observed in September, demanding to stop repression on tribal people.

Dr. Mridula Mukherjee in Ludhiana on Sunday

Dr. Mridula Mukherjee is coming to Ludhiana to participate in a seminar on Indian Nationalism.

Mridula Mukherjee was born in 1950 in New Delhi, India. Her parents, Vidya Dhar Mahajan and Savitri Shori Mahajan had been history teachers in Lahore, from where they emigrated to New Delhi following the Partition of India in 1947.

She graduated from Lady Shri Ram College in New Delhi. She joined Jawaharlal Nehru University (JNU) as a post-graduate student in 1971, from where she obtained a PhD degree. Her doctoral thesis advisor was Bipan Chandra.

                            In 1972, while working on her doctoral thesis, Mukherjee was hired by the Centre for Historical Studies, JNU, as a faculty member.

She investigated agrarian history in the Punjab. She argued that despite extensive irrigation works, colonialisation caused agricultural involution, with the number of workers per unit area rising and production dropping. She also analysed peasant movements in the erstwhile princely states of the Punjab across the pre- and post-1947 periods. Her critical analysis of a Marxian orientation of peasant consciousness has been highlighted.

A common thread running through Mukherjee's work has been a criticism of the Subaltern mode of historical inquiry, which informs her analysis of peasant movements as well as her other major contribution: modern Indian history. This is encapsulated by the two books co-written with Bipan Chandra et al: India's Struggle for Independence and India after independence: 1947-2000. In the former book, the authors sought to "demolish the influence of the Cambridge and Subaltern 'schools' reflected in the writing on colonialism and nationalism in India

In the present days the situation of Law and order has deteriorated. Police which is supposed to be the guards of Public in general and labourers and dalit class, down trodden people in particular has become danger for them. Police has been politicized. Communist Party of India has been supporting and siding cause of the depressed and oppressed people who have been the target of unjustified excesses of police. False complaints are being registered against poor labourers and dalit people, extracting money from the pockets and thrashing them has become the daily routine matters of the local police. When the victims of excesses approach the police, lodging of the complaints are denied under the pressure of influential politicians. There is lot of hue and cry among the people because of this nexus between a section of the police, politicians and goonda elements.  The poor people are kidnapped and are forced to sign on the blank papers by the land mafia who grab the land of the poor people who have with hard labour saved a few pennies and are robbed of this. The mafia also indulge in throwing the goods of the household forcibly, they deny giving receipts for the rent. Even accident deaths are not taken care of properly by the police and proper investigation is not done. The victims of excesses by the criminals are illegally detained in the police stations. CPI activists have even met as deputation to the higher police officials but to no avail. In a press conference today some victims spoke of their grievances and no inquiries have been done into their complaints despite several deputations.  Twenty such cases were presented in the press conference which were from different areas of the city and different police stations.

Seminar against The Land Acquisition Ordinance 2015

The Land Acquisition Ordinance 2015 is a devious move of the BJP government to grab the land of the farmers in the name of development completely diluting the provisions of the Land Acquisition Act 2013. This ordinance completely ignores the provisions of the previous act whereby the farmers were taken into confidence before acquiring their land for the matters of public interest. This was said by Com Bhupinder Sambar - General Secretary Punjab Kissan Sabha while addressing seminar organized by the Social thinkers Forum and Lok Sahit Manch Ludhiana at Punjabi Bhawan here today.  
It was after long drawn struggle, he said,  that in 2013 the infamous clauses of the Land Acquisition Act 1894 of the British government was amended. According to this Land Acquisition would not be permitted in the fertile multi crop and irrigated land as it could jeopardize country’s food security. Moreover reasonable compensation was to be paid to the land owners in advance. Only a minimum required land for any project should be acquired  and if the land remains utilized this should be returned to the original owner as per the 2013 Act. Moreover possession of the land would be taken only after full compensation, rehabilitation and resettlement of the affected families has been completed. In addition social impact assessment was to be made before acquiring the land. Com Sambar further cautioned that the present Ordinance dilutes the Act of 2013 to the extent that most of these features just diminish and the ordinance is as tyrannical as the act of 1894. This Ordinance completely ignores the clauses on consent social impact assessment. This also allows acquisition of multi crop irrigates fertile land. The ordinance and acquisition without going into social impact will be a big threat to our biodiversity as the corporate houses will ruin our eco system in the name of development to benefit them. This ordinance is aimed at facilitating acquisition of the land for private companies and land mafia.

He elaborated that out 85000 hectares acquired in Maharashtra, 15000 Hectare is lying idle. In Madhya Pradesh out of 45000 hectare  21000 is lying unutilised. Similar is the situation in many other states. Even the CAG has pointed out that this ordinance amounts to major transfer of wealth from the rural population the corporate world.

Dr Arun Mitra Convener of the Social thinkers’ Forum said that as per some analysis the government’s move to acquire one kilometer land on each side of the railway tracks and the roads will lead to 36% of the cultivable land be taken over leading to crisis of food security in our predominantly agricultural country and uprooting of 28 crore of people.

In the end in his vote of thanks Adv. Mitter Sain Meet, General Secreaty- Lok Sahit Manch thanked the main speaker and the others who enriched the discussion with their valuable ideas. He said that the NDA government, in its drive to snatch the land from the farmers, issued the ordinance to amend the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement(Amendment) Act 2013. This procedure is totally undemocratic. Four left parties held a massive demonstration in all districts

In context of the Orbit bus episode in Moga where a young teen age girl was first molested and then killed by throwing her out of the running bus by the staff and some hired goons of the Orbit company, the left parties have demanded that the public transport in Punjab should be nationalized immediately. In a rally organised by the CPI, CPI (M), CPM Punjab and CPI (ML) Liberation at the interstate bus stand after holding a protest march from the Chattar Singh Park, various speakers while condemning this incident said that this is part of the mafiaism of the Badal Parivar which is apparent from the sale of drugs, sand, land, liquor and electronic media in addition to transport. 

The way the poor family of the girl has been pressurized and the whole case handled has exposed the nexus between Badals, criminals, administration and the police. It is well known to everyone that the private bus companies not only evade tax but also flout the rules and regulations. They use pressure horns with impunity, paint the window glasses with black color, use curtains in the buses and play dirty loud music and films in the buses. They even employ untrained and tainted personnel as their staff who misbehave with the passengers. 

No official can dare challan them on these grounds. They even beat the government run transport staff. All the prime time routes have been controlled by the Orbit and Jujhar companies. This has virtually ousted the government transport as well as the small entrepreneurs from the transport business. Because of sand mafia the construction activity has come down leaving large number of labourers jobless. The speakers addressing the rally said that our neighbouring states have nationalized transports which gives substantial revenue to the government. The situation of law and order is so grave that even the upright police officers have not been spared of the wrath of the goons with the backing of the Badal Parivar as we have seen in the incidents of attack on AIG in Ludhiana, ASI in Amritsar and Head Constable in Jalandhar. At the end effigy of Badal government was burnt.

Continued heavy rain failed to interrupt Red Flag Rally

The Communist Party of India (CPI) and  CPI(M), CPM Punjab, CPI M L Liberation  took out a protest demonstration from Bhai Wala Chowk to Mini Secretariat where a rally was held against anti people policies of the Badal government and the central govt. of Narinder Modi and to demand repeal of the black laws enacted by the government. After the rally a memorandum was presented to the Deputy Commissioner Ludhiana to be forwarded to the Punjab government. The rally in which thousands of workers of all four parties participated was presided over by a presidium of Com Amarjeet Singh Mattu, Com Paramjeet Singh and Com O P Mehta. 

Addressing the rally Com Charan Singh Virdi-State Secretary of the CPI (M), Com Mangat Ram Pasla-state secretary CPM Punjab, Com Kartar Singh Bowani – Secretariat Member CPI Punjab said that as a result of these policies there is rise in prices of essential commodities including the LPG and Petrol,  law and order situation has deteriorated, consolidation of land and sand mafia, criminal activities of drug mafia and increase in the petty crime. The law and order situation has deteriorated to the lowest ebb ever in the recent period. The leaders said that on one side the Badal Govt. is responsible for land Mafia and Sand Mafia as well as the drug peddlers who  are active without any fear. imposing taxes to the tune of Rs. 9000 crores on the people of Punjab in form of property tax, increase in bus fare, registration of vehicle rates increase, enhancement of rate of Intqal and TS 1, electricity tariff etc. The tax on petrol is also maximum in Punjab. They criticized the Modi Govt. for its pro-corporate policies, spreading of communal , implementing its agenda of Hindutva in Education and culture, Disbanding the National  Planning Commission, inviting FDI in every sector, framing new laws for the appointments of Judges of Supreme Court. 

Addressing the gathering Com Sukhvinder Singh Sekhon- Member state committee CPI (M), Com Paramjit Singh, Com D P Maur, Dr Arun Mitra, Com Jatinder pal Singh, Com Mahinder Singh Acharwal, Com Jagdev singh Kalsi, Com Roop Basant Baraich and Com Harbans Singh Lohatvadi Com Sukhdarshan Natt lambasted the government for framing Law – prevention of damage to public and private property which is in fact an excuse to implicate the struggling  toiling masses for their just demands.  Therefore whereas this struggle is being waged against these black laws, on the other hand this struggle is to highlight just demands of the common people such as to waive off the urban property tax, strict action against the drug peddlers, jobs to the unemployed, to fill the vacant places in government departments,  to bring the health and education under the control of government, to increase the 

old age and widow pension to at least Rs. 3000-00 per month, to crush the violence against women, minimum wage to the unskilled workers to be Rs. 15,000-00 per month, strengthen the public distribution system, effective check on sand and land mafia, remove all toll plazas which have already  got the money back for the work done, to implement recommendations of Dr Swaminathan for proper remuneration to the peasants, to fulfill the just demands of the agriculture labour pending since long and to regularize the temporary employees, for the just demands fo Asha and Aanganwari workers. They further said that through this joint struggle of the left parties the struggle against the communal and dictatorial  policies of the Modi government and this will continue till fulfillment of 14 point demand charter. This will also continue to develop an formidable pro people alternative in the state. This joint struggle has filled lot of enthusiasm among the workers.

The Communist Party of India (CPI) and  CPI(M) held a protest march against the rise in prices of essential commodities including the LPG Petrol, deteriorating law and order situation and other anti people policies of the state government, consolidation of land and sand mafia, criminal activities of drug mafia and increase in the petty crime. The parties held rally at the railway station and then marched to the Clock Tower Chowk. Speaking on the occasion various speakers said that even the police personnel are not safe as proved by the killing of an ASI trying to save the honour of his daughter by a member of the Akali Dal. The incident of violence at the mini secretariat is also another evidence. The law and order situation has deteriorated to the lowest ebb ever in the recent period. All sections of the people particularly the women have never felt them so unsafe as today. The unwarranted behaviour with the struggling teachers is highly condemnable the speakers said. There is political interference in the functioning of the police. Land Mafia and Sand Mafia as well as the drug peddlers are active without any fear. The speakers also lambasted the government for imposing taxes to the tune of Rs. 9000 crores on the people of Punjab in form of property tax, increase in bus fare, registration of vehicle rates increase, enhancement of rate of Intqal and TS 1, electricity tariff etc. The tax on petrol is also maximum in Punjab. Not only that the employees are not being paid salaries on time. Even the pension is not being disbursed. Over and above increase in the prices of LPG have completely imbalanced the ordinary family. Large number of people have not got the subsidies. They are even finding it difficult to get Aadhar cards. People have to wait in long queues for this and then run around in the banks. Policies of both state and central governments have robbed the people. Atrocities on Cultural  Activists and Dalits Condemned 

We the undersigned are extremely appalled and outraged by the arrest of Kanwal Bharti eminent Dalit writer for his comments on Face book. If one looks seriously at the banner headlines of the Corporate media, the Indian ruling classes have been boasting India as the new economic power house of the world and being the largest democracy. Various clauses of the Indian constitution guarantees the fundamental rights of its citizens ie right to expression, right to choose ones cultural and political views. The pretensions of the Indian state about it being a liberal democracy has proved to be a total mockery of the very meaning of the words like liberalism, democracy and rule of law. Since the past six decades under draconian laws like AFPSA, UAPA, National security act etc. Tens of thousands of people have died in fake encounters, thousands of youth have vanished from Kashmir and Punjab. There are genocides happening on the struggling people of oppressed Nationalities, thousands are tortured, there are thousand of unknown mass graves in Kashmir. Thousand of woman are raped, tortured and killed in police custody. When it comes to writers and cultural activists the Indian state has always bared its fascist and castist fangs again and again. There glaring examples are the false prosecution of the members of Kabir Kala Manch, (Eminent Revolutionary Balladeer Ghadar who is a living legend in the revolutionary peasant resistance struggle was fired upon by Andhra Police and was seriously injured had to be hospitalized for quite a long time and had to be hospitalized for months. Jiten Marandi an eminent radical cultural activist from Jharkhand was jailed for years on trumped up false criminal charges. Progressive poet and writer Savyasachi Goswami is still languishing in Jail on false criminal charges, and the ruthless murder of comrade Gantiprasadam of RDF who was a famous revolutionary writer. The above facts prove that dalit writers and cultural activists are ruthlessly oppresses and persecuted by the Indian state. In this context one has to look seriously at the dialectics of the rise of identity politics in Indian via the Mandal and Kamandal debate. The rise if identity politics in late 80’s and early 90’s which has created an opportunity for the rise of a thin strata of OBC kulaks, who join hands with upper caste landlords to commit atrocities on Dalits. The Vanniyar Sangham hooliganism clearly proves this. However one has to look at the identity question in a dialectical prism.

There are identities and identities some are oppressed some are oppressors. We  should discern the democratic content of the identity struggles we should firmly stand with the oppressed identities. History has shown it is only the oppresses can break their own chains.  We appeal to the left and democratic organizations, and the progressive intelligentia to join hands and fight together against the right to expression and atrocities on Dalits. 

The very logic of Predatory Neoliberalism accentuates the class differentiation within the endogamous caste group further creating class polarization and exploitation. On one hand it pauperizes vast masses of Dalits, OBC’s pasmanda muslims on the other hand a handful of minorities rich peasantry and the kulaks elements of the OBC’s join hand with upper caste land lords to perpetuate atrocities. With the rise of identify politics in late eighties and early nineties especially in Uttar Pradesh and Bihar these elements have become the subsidiary part of the Indian Ruling Classes. We draw attention of another danger in contemporary Identity discourse, the rise of Slogans like Dalit Capitalism and formation of neoliberal clubs like DICCI, its ideologues conveniently forget the fact that 90% of the super exploited agricultural labourers are predominantly dalits and the dalit female agricultural laboures are also sexually exploited.

These stooges of wall street simply over look the fact that under the Neoliberal regime it’s the Dalits, Adivasis, Poor OBC’s and Muslims form that vast mass of Super exploited mobile insecure “foot loose labour” which forms a bulk of the contractual, informal workers in the post fordist production relations and labour process. Therefore this dubious notion of Dalit capitalism is an albatross in the neck of every exploited Dalit. Because it is the very logic of capital which produces wealth and prosperity at one pole and poverty, destitution and despair at the other pole.

1.      We demand the withdrawal of all criminal cases on Jiten Marandi, Aparna Marandi, Savyasachi Goswami, Members of Kabir Kala Manch and Kanwal Bharti, Jayeeta Das, Hem Mishra, Prashant Rahi, Seema Azad and two Adivasi Youths arrested from Aheri, Gadchiroli, Maharashtra.

2.      Immediately and unconditionally release Savyasaachi Goswami, Jayeeta Das, Hem Mishra, Prashant Rahi, Two Adivasi Youths arrested from Aheri, Gadchiroli, Maharashtra and Kabir Kala Manch Members.

3.      We demand a high level judicial enquiry on the murder of Com Ganti Prasadam and the resignation of Andhra Pradesh Chief Minister for this tragedy.

4.      We demand Mulayam Singh Yadav and Akhilesh Yadav apologise to the Dalits of this country
