From New Delhi Press Club:

We had created a nationwide platform for all the activists working against the commercialization of the education back in February 2017. But in many states, the parents' associations have been actively working for the several years on these issues. We have studied all the aspects of this gigantic problem. Some have staged peaceful protests, some have filed cases before the courts and while pursuing our aim we have been getting tremendous support from the media also. Accordingly, we have decided to keep informing the media about the details of all such developments periodically i.e. various aspects of this gigantic problem, solutions we have in our mind and our actual field works either by way of launching protests and filing cases before courts.

Discussions at today’s press conference:

 A) Main aspects of the problems-

1) Anubha Sahai from IWPA said that there is no uniform law for education all over the nation. Some states like Maharashtra have comparatively effective law whereas states like Madhya Pradesh and Union Territory Chandigarh have no law to curb commercialization of education at all.

2)  Gurpreet Kaur from Chandigarh Parents Association said that though there are comparatively effective laws present in few states no implementation of such laws has been followed e.g. law to put behind the bar for 3 years for an offender collecting capitation fee exists since as back as 1988 in Maharashtra but it has not been implemented despite the fact that education department itself has mentioned in its hundreds of reports that many schools have collected illegal fees. Similarly, in the state of Punjab, the government and the administration have totally failed to implement refund orders from the schools which were decided by the Fee Regulatory Committee appointed by the Punjab & Haryana High Court. These refund orders are in corers of rupees. Even the schools continue to charge exorbitant amount in the form of annual charges, readmission charges, development fund, activity charge, computer charges, smart class charges and other charges.

3) Sunil Verma of Dwarka Parents Association said that most brutal method used by the schools is removing the child from the school for nonpayment of fees. All the incidents we have seen in past few months are those where schools have removed children for want of illegal payments only. Many schools resort to mental punishment to the students who are debarred from attending classes and are made to sit in the library whole day long.

4) Manoj Sharma of Haryana Abhibhavak Ekta Manch said that the schools force the children to purchase books & uniforms from some specified shops who sell these at much higher rates. The schools change the books frequently so that the previous books cannot be reused and schools & the shopkeepers make the huge profit.

5) Gautam Vohra from Faridabad Parents Association said that schools are not following mandatory requirements under RTE act e.g. submitting their audit reports every year under Form II which they fear would expose their actual profiteering.

B) Our strategy so far planned and implemented-

1) Nitin Goyal, president of Chandigarh Parents Association informed that we have created India Wide Parents Association, a nationwide platform to unite all the activists working against the commercialization of the education. We do provide legal and other assistance to any activists or parents approaching us from all over the nation. Recently we had staged protests at CBSE and met NCPCR representative who immediately took cognizance of our complaint and as soon as their orders of inquiries were passed schools immediately restored the admission of the expelled children. Some of our activists have worked at local levels also and have successfully restored the expelled students whereas incidents where errant schools have refused to restore the expelled students we are initiating legal proceedings as well as criminal and civil actions not only against the school authorities but against public authorities too who are deliberately neglecting to perform their statutorily binding duties.

2) Narender Munjal from Faridabad Parents Association said that we have also prepared legal drafts and same shall be filed before various courts and commissions all over the nation against illegal fee collections by the school authorities and also against the negligent public authorities. We will also pray to prosecute such negligent public authorities.

Swaroop Singh from Ludhiana all School Parents Association informed that “Today we met the members of NCPCR to discuss on pending issues since many months related to child harassment and corporal punishment and request them to resolve the pending disputes immediately. SCPCR across India has failed to perform their duties.”

Manjit Singh from Ludhiana said that we demand the central and state governments to review the minority status granted to these institutions after the enactment of RTE Act. To conduct a thorough enquiry to verify whether they are imparting education to minority children or not and to verify the records as to how many children from minority background are studying in these institutions and to cancel the minority status of these schools which are taking undue advantage of this status granted to these institutions and also take criminal action against these institutions which are targeting children They are misusing the  minority status to escape from their obligations under RTE and other laws. All provisions of RTE must be applicable to minority institutions.

Rajiv Sharma from Ludhiana In the past three months since the formation of IWPA we have been successful with few practical difficulties and are able to contribute for the society. We plan to spread this movement further and request your popular newspaper and news channel to publish/broadcast the same.

Start a nationwide moment against drugs “Drugs Quit India”

On the occasion of International Day Against Drug Abuse, Dewan Hospital and Advanced Laparoscopic Surgery Center and Freedom Fighters Successors Organization of India ( Pb ) organized a seminar at Dewan Hospital, Ludhiana.

The seminar was attended by prominent doctors like Dr Rajeev Gupta, Dr Amarjeet Kaur who spoke on the occasion. Dr Rajiv Gupta gave details of drug menace playing havoc with the families of the youth of Punjab. He narrated many stories of young and promising youthful students falling into the drug trap and dying or becoming slave of drugs. He said that the life span of a drug victim is drastically reduced and they are likely to die in less than a decade. They fall victim to other diseases like AIDS, Hepatitis C etc and loose interest in life and purposeful activities. Dr Rajeev Gupta said that the drug mafia is being controlled by rich and powerful persons who have no respect and regard for human life.

Dr Narotam Dewan in his speech presented a paper on the causes and solution to drug menace in the state and the country.

The paper presented by Dr Narotam Dewan:

1.  Failure to develop engaging social and cultural activities – Fed by green revolution, industrialization and NRI money Punjab progressed economically so rapidly that social progress could not keep pace with it. Cheap availability of migrant labour left landlords wondering what to do in their free time. At the same time large numbers of landless families are facing problem to make two ends meet and wondering what to do.

This mixture of affluence and poverty has pushed youth to drugs, those who have spare money flaunt taking drugs and those who are not are becoming drug peddlers to have drugs for killing their depression. Absence of social, cultural, sports in the daily routine of youth has created a vacuum which has pushed them to drugs for killing time and enjoying.

Solution to this may come if every school, college, village committee and elected councilors organize sport activities, seminars, debates, singing and dancing activities, book reading and discussion groups, on daily basis every evening. This will channelize the energy of youth and give it proper direction. The infrastructure and manpower is available but not being used.

2.  Lack of Proper Education - Education is meant to develop the personality, character of a child. So that the child comes out to be a physically, mental and socially healthy being ready to meet the challenges of life. It will not serve its purpose if it is tailored to make a person into a machine for earning money. Education about leading a good life in our traditional system of joint families use to flow from grandparents. This blessing is lost due to nuclear family system in force now. Schools, colleges and social media are the only teachers today.

So, there is need to tap the schools and colleges to impart the education which was otherwise imparted in families. Regular periods on health, sports and religious/moral education must be introduced. Good and uncontroversial teachings of all religions should be taught educational institutions on daily basis.

3.  Break down of law and order and insatiable greed of people – The business of drugs and narcotics pays very rich dividends to its masters. They do not have to pay any taxes as this is an activity in the black. They have protection of the ruthless international, national and state mafia, terrorist and spy agencies from abroad. They have no respect or love for human dignity, human life, country, state, society, race etc.. With the black money hoarded by these mindless demons, they purchase many politicians, policemen, judiciary persons. They raise a parallel army and police of well-armed goons who are at their back and call to attack and illuminate their opponents. These people are difficult to identify as they are from among us. In disguise they have built their networks by employing unemployed, poor, criminal and greedy people to run this trillion rupee drug business.

Innovative, strong, honest, national level force against this cuscus is the need of hour to identify, book and bring to justice these demons who are eating away the strength of our youth like white ants from within. Unless there is a political will on the highest level to save our country from this covert invasion by our neighboring countries and criminal greedy Indians associated with them, Indian culture civilization and Nation will die a slow but sure death.

Dr Narotam Dewan said that there is need for fundamental changes to deal with this problem destroying the lives of Indian youth Dr Dewan said that Punjab has come to the notice of international drug syndicate and the countries inimical to India as a prosperous state. Dr Dewan said that it is the duty of every Punjabi to start a war against the drugs and drug mafia. He said that Punjabis had been in the forefront to stop Alexander the Great, Mohamad Gaznavi and Ahmed Shah Abdalli etc and this time also will come up to the occasion and save their next generation from the claws of the demons dealing in drug. . Dr Dewan suggested following measures.

1. To create an agency like INA to investigate the culprits behind the menace, book them and bring them to justice.

2. Create subjects of health and have a daily period in all classes of schools and colleges to inculcate healthy living habits in youngsters.

3. To create a period of religious education in schools and colleges where good teachings of all religions are taught to the students on daily basis.

4.. To have daily periods of sport for all students to channelize the energies of the youth in constructive activities.

Dr Dewan said that he will move a resolution in the national convention of Freedom Fighters Successor Organization of India to start a nationwide moment against drugs “Drugs Quit India”.

A meeting of 90 farmer leaders was held today in Delhi

30 farmer's movement leaders participated

New Delhi: July 13, 2015: (Punjab Screen Bureau);

A meeting of 90 farmer leaders from 30 farmer's movement was held today in Delhi with Swaraj Abhiyan national convenor Prof. Anand Kumar and Yogendra Yadav. The 2-day meeting will conclude tomorrow with a resolution for way forward on the Jai Kisan Andolan. The farmer leaders representing at least 13 states of India held a healthy round of discussion on the solutions to issues like land acquisition, remunerative farming & compensation.

 

Similar meetings have been held in Maharashtra and Karnataka where farmer's organisation have already extended their full support to Jai Kisan Andolan. Organisations like the Karnataka Rajya Raiyyat Sangha KRSS, led by Chamrasa Mali Patil; Tamilaga Vyavasayagel Sangam led by Dr. Rajriga and the Tamil Nadu Vyavjaye Tevalam Sangham led by MS Selvaraj have declared their support to the Jai Kisan Andolan of Swaraj Abhiyan.

Alirajpur Collector withdraws Sec 151 cases against 40 adivasi oustees

Intense dialogue with Collector, SP, Addl. SP for 4 hours: Offer of Land and house plots, fishing rights, fresh surveys from 20^th January

New Delhi: 10^th January, 2014: (Punjab Screen Bureau): 

Surrounded and questioned by hundreds of adivasis for a second time yesterday, at the gates of the Collectorate, Alirajpur, the District Collector, Mr. N.P. Deheriya announced that he would immediately withdraw the charges of Sec 151, 107 and 116 (3) of Cr.P.C filed against 40 adivasis (including many elderly and 6 women) on the alleged and completely unsustainable ground of ‘breach of peace’ at the site of the Zameen Hak Satyagraha, Jobat.

Joined by Mr. Akhilesh Jha, SP and Mr. Saitaram Sastiya, Addl. S.P, the officials finally conceded that there was no disturbance to the peace by the oustees at Jobat. As the end of 4 hours long debate and dialogue with the Collector, the oustees and Medha Patkar convinced him that the occupation of government land at Jobat Farm was not in any way to disturb the peace of the locality, but was a measure undertaken, as a last resort, to assert the right to land and rehabilitation, which has been seriously affected, since more than a decade, when they have been facing the severe impacts of submergence. 

The following commitments were made by the Collector at the end of the dialogue:

Cases of preventive detention under Sec. 151 would be immediately withdrawn.

·        The State would facilitate the process of seeking bail in the FIR of 2011 and the charge sheet in the same has also been filed.

·        The R&R Officer to begin showing land to the oustees from the 20^th January and will ensure before this date that the land to be shown is cultivable and free of encroachment.

·        House plots will be offered in lieu of Rs. 20,000 given many years ago, without consent.

·        Surveys to be conducted in all the 13 villages once again to assess the actual and left our affected persons and properties.

·        Immediate registration of the proposed co-operatives of the displaced fish workers from Machliya, Umda, Bhiti and Chhota Khattali villages.

·        Assistance for irrigation facilities in the original villages by grant of 100% subsidized motor pumps.

The oustees also informed the authorities that the charges in the FIR of November, 2011 such as destruction of public property are completely false and fabricated and we shall fight this out in the court and also claim compensation for the losses caused due to crop destruction at the satyagraha.

The oustees asserted that this was the beginning of their struggle and expect the officials to keep up their promises, otherwise a massive Jail Bharo Andolan would start from February, 2014, with hundreds of women, children and cattle as well.  Later in the evening, many of the oustees, along with Medha Patkar went to the District Jail and met thesatyagrahis and also conveyed  to them the developments of the day. The 40 adivasi oustees shall be bailed out byMonday. A brief chronology of the events in enclosed.

CHRONOLOGY OF EVENTS

pertaining to the unlawful arrest of the Jobat Satyagrahis

24^th November, 2011: Hundreds of Sardar Sarovar and Jobat dam-affected adivasis, farmers who have not been rehabilitated as per law and judicial orders, begin their indefinite Zameen Hak Satyagraha at the Govt. Agricultural Farm, Dehedla, Jobat.

30^th November, 2011: Jobat Police register an FIR against ‘100 to 150 unknown persons’ under Sections 447, 147, 353, 332 of the IPC and also under Section 3 of the Prevention of Damage to Public Property Act, 1984.

19^th June, 2012: Dr. Afroz Ahmed, Director, Rehabilitation, Narmada Control Authority, visits the Satyagraha and engages in dialogue with the oustees. Dr. Afroz Ahmed also assured to raise the matter with the Rehabilitation Sub-Group, Delhi, after which a direction was issued by the Sub Group in its meeting on 12^th September, 2013 to the Govt. of M.P. to offer Government farm lands in rehabilitation.

21^st June, 2013: Physical Attack on the oustees at Jobat Satyagraha, in the presence of the SDM and Tehsildar, by the Farm Officer, his son and many outsiders. FIR registered, but no action taken.

12^th November, 2013: The administration consents for a temporary electricity connection to the oustees at the Jobat Farmland.

24^th December, 2013: Tehsildar, Jobat issues notices to 26 oustees, asking them to voluntarily remove themselves from the occupation / encroachment at the government land by 11 a.m. on the 27^th December, otherwise the encroachment would be removed with the help of police force and that the oustees would be responsible for any economic loss during the eviction.

26^th December, 2013: Oustees reply back to the notice dated 24-12-2013, narrating the sequence of events over the past 21/2 years and the legal grounds for their cultivation. The oustees also express willingness for a detailed dialogue with all the officials, but there was no response from the Tehsildar.

28^th December, 2013: Collector, Alirajpur visits the Satyagraha site and threatens the oustees to vacate the land. He also proposed that land would be provided to the oustees at Pangula (Jobat). The same day, two oustees are taken by the local revenue officials, but the said land is already under encroachment since long time and the encroachers are fiercely resistant to give away the lands.

31^st December, 2013: Tehsildar, Jobat issues second notice to the oustees, asking them to voluntarily remove themselves from the occupation / encroachment at the government land, otherwise the encroachment would be removed with the help of police force and that the oustees would be responsible for any economic loss during the eviction.

3^rd January, 2014: Oustees reply to the second notice of the Tehsildar, Jobat describing that the land shown at Pangula has been encroached and no other land was shown to them, thereafter.

5^th January, 2014: Collector deploys a huge contingent of police force and forcibly gets the adivasi oustees, including many elderly, 6 women and 2 children arrested. The tents were uprooted and all other belongings were seized. The oustees were arrested under provisions of Section 151, 107 and 116 (3) of the Criminal Procedure Code. All of them were taken to Alirajpur directly and were produced before the SDM, Alirajpur. They were later sent to the Alirajpur District Jail. The oustees were not produced before the SDM, Jobat and were also not lodged at the Jobat Jail ! The police prays the SDM to heavily fine the oustees, so that they do not repeat the ‘offence’ of occupation again!

6^th January, 2014: Oustees march to the office of the Superintendent of Police, Mr. Akhilesh Jha and question the arbitrary manner of arrests.  He was convinced that the contentious issue is lack of rehabilitation and that the police has no role to play, but had to act on the basis of the FIR. The oustees also submit a complaint under the SC and ST (Prevention of Atrocities) Act, 1989 demanding legal action against all the concerned officers for arresting the adivasis, evicting them from the land, causing destruction of the standing crop at the Satyagraha and submergence of their lands and homes, without lawful rehabilitation. The same day, police file an application before the SDM stating that these 39 oustees are the same persons wanted in the FIR filed in 2011. The SDM grants permission and the oustees are ‘formally’ arrested inside the jail.

7^th January, 2014: Hundreds of oustees gherao the office of the Collector, Alirajpur. In his presence, the R&R Officer, agrees to show land to the Jobat oustees. Since no assurance regarding the unconditional release of the oustees was given, the protestors cautioned that the struggle would intensify after 3 days.

8^th January, 2014: Arrested oustees are produced before the Judicial Magistrate (Second Class), Jobat and sent back to the District Jail, Alirajpur.  Charge sheets / Challan is filed by the police.

Ludhiana: 19 September 2013: (*Balwinder Singh//Punjab Screen): Activists of the BSNL Employees Union held an aggressive lunch hour demonstration in front of the office of the General Manager BSNL, Bharat Nagar Chowk, Ludhiana against the rampant corruption in BSNL and against bogus billing by the contractors. The call to observe Anti Corruption Day was given by BSNL Employees Union Punjab Circle.
Addressing the gathering Com. Balbir Singh, CS said that a rampant corruption is going in BSNL. The worst affected is the BSNL Ludhiana. The expenditure in BSNL Ludhiana is more than its earnings. Where as in the all other districts of Punjab, it is less than its earnings. The over expenditure is due to the Rampant corruption by some of the officers and bogus billing by the contractors. One of the contractors who have been awarded the contract of housekeeping is raising huge bogus bills since a long time. It has come to the notice of the union that said contractor is billing for watering more than Six Thousand plants in Ludhiana. The number of actual plants is far less than billed for. Interestingly the Sub Divisional officers who have verified the bogus bills were seen planting the plants in their respective premises. The matter was brought to the notice of sr. General Manager Telecom Ludhiana but nothing. In fact the contractors are looting BSNL. The workers of BSNL Employees Union organised massive Lunch hour demonstrations observing Anti Corruption Day all over the Punjab today. 
Com. Balwinder Singh, District Secretary BSNLEU and Com. S.P. Singh , Circle Secy NFT BSNL Employees while addressing the demonstrators told that not only the plants the contractor is raising bogus bills for cleanliness of open area of Ludhiana BSNL to the tune of more than 1.5 lacs monthly. This area he never got cleaned. Similarly he is raising bill for cleanliness of Tables, Almirah, Chairs, doors, Racks which he never got cleaned. The Proprietor of M/s Swift International Sh. Rohit Sabharwal is claiming that he is a social worker and RTI activist. Whereas he is a contractor in BSNL since a long time and to protect his malpractices and monetary interest he is misusing the RTI Act 2005 to frighten the employees. Not only in BSNL he is blackmailing the other departments and individuals. He further said that their agitation will continue till the erring officers and the contractor is not punished.

Atrocities on Cultural  Activists and Dalits Condemned 

We the undersigned are extremely appalled and outraged by the arrest of Kanwal Bharti eminent Dalit writer for his comments on Face book. If one looks seriously at the banner headlines of the Corporate media, the Indian ruling classes have been boasting India as the new economic power house of the world and being the largest democracy. Various clauses of the Indian constitution guarantees the fundamental rights of its citizens ie right to expression, right to choose ones cultural and political views. The pretensions of the Indian state about it being a liberal democracy has proved to be a total mockery of the very meaning of the words like liberalism, democracy and rule of law. Since the past six decades under draconian laws like AFPSA, UAPA, National security act etc. Tens of thousands of people have died in fake encounters, thousands of youth have vanished from Kashmir and Punjab. There are genocides happening on the struggling people of oppressed Nationalities, thousands are tortured, there are thousand of unknown mass graves in Kashmir. Thousand of woman are raped, tortured and killed in police custody. When it comes to writers and cultural activists the Indian state has always bared its fascist and castist fangs again and again. There glaring examples are the false prosecution of the members of Kabir Kala Manch, (Eminent Revolutionary Balladeer Ghadar who is a living legend in the revolutionary peasant resistance struggle was fired upon by Andhra Police and was seriously injured had to be hospitalized for quite a long time and had to be hospitalized for months. Jiten Marandi an eminent radical cultural activist from Jharkhand was jailed for years on trumped up false criminal charges. Progressive poet and writer Savyasachi Goswami is still languishing in Jail on false criminal charges, and the ruthless murder of comrade Gantiprasadam of RDF who was a famous revolutionary writer. The above facts prove that dalit writers and cultural activists are ruthlessly oppresses and persecuted by the Indian state. In this context one has to look seriously at the dialectics of the rise of identity politics in Indian via the Mandal and Kamandal debate. The rise if identity politics in late 80’s and early 90’s which has created an opportunity for the rise of a thin strata of OBC kulaks, who join hands with upper caste landlords to commit atrocities on Dalits. The Vanniyar Sangham hooliganism clearly proves this. However one has to look at the identity question in a dialectical prism.

There are identities and identities some are oppressed some are oppressors. We  should discern the democratic content of the identity struggles we should firmly stand with the oppressed identities. History has shown it is only the oppresses can break their own chains.  We appeal to the left and democratic organizations, and the progressive intelligentia to join hands and fight together against the right to expression and atrocities on Dalits. 

The very logic of Predatory Neoliberalism accentuates the class differentiation within the endogamous caste group further creating class polarization and exploitation. On one hand it pauperizes vast masses of Dalits, OBC’s pasmanda muslims on the other hand a handful of minorities rich peasantry and the kulaks elements of the OBC’s join hand with upper caste land lords to perpetuate atrocities. With the rise of identify politics in late eighties and early nineties especially in Uttar Pradesh and Bihar these elements have become the subsidiary part of the Indian Ruling Classes. We draw attention of another danger in contemporary Identity discourse, the rise of Slogans like Dalit Capitalism and formation of neoliberal clubs like DICCI, its ideologues conveniently forget the fact that 90% of the super exploited agricultural labourers are predominantly dalits and the dalit female agricultural laboures are also sexually exploited.

These stooges of wall street simply over look the fact that under the Neoliberal regime it’s the Dalits, Adivasis, Poor OBC’s and Muslims form that vast mass of Super exploited mobile insecure “foot loose labour” which forms a bulk of the contractual, informal workers in the post fordist production relations and labour process. Therefore this dubious notion of Dalit capitalism is an albatross in the neck of every exploited Dalit. Because it is the very logic of capital which produces wealth and prosperity at one pole and poverty, destitution and despair at the other pole.

1.      We demand the withdrawal of all criminal cases on Jiten Marandi, Aparna Marandi, Savyasachi Goswami, Members of Kabir Kala Manch and Kanwal Bharti, Jayeeta Das, Hem Mishra, Prashant Rahi, Seema Azad and two Adivasi Youths arrested from Aheri, Gadchiroli, Maharashtra.

2.      Immediately and unconditionally release Savyasaachi Goswami, Jayeeta Das, Hem Mishra, Prashant Rahi, Two Adivasi Youths arrested from Aheri, Gadchiroli, Maharashtra and Kabir Kala Manch Members.

3.      We demand a high level judicial enquiry on the murder of Com Ganti Prasadam and the resignation of Andhra Pradesh Chief Minister for this tragedy.

4.      We demand Mulayam Singh Yadav and Akhilesh Yadav apologise to the Dalits of this country
