Firm’s collapse uncovers director’s previous ban

 Husband and wife disqualified for 16 years after distribution firm’s insolvency exposes that banned bankrupt was managing company.

Daniel Ross Patchett (32) received a 10-year ban for managing a company when bankrupt, while his wife, Yasmin Patchett (30) has been disqualified for 6 years.

Husband and wife, from Kingthorpe, Lincolnshire, are banned from acting as directors or directly or indirectly becoming involved, without the permission of the court, in the promotion, formation or management of a company.

DRP Distribution Ltd was incorporated on 25 November 2016, providing storage and distribution services, working with several courier companies.

The company, however, was wound up by the courts in May 2019. The Official Receiver was appointed as Liquidator before uncovering that Daniel Patchett had been running the company whilst being an undischarged bankrupt, in breach of his bankruptcy order.

Investigators established that Daniel Patchett was an appointed de jure director of DRP Distribution Ltd in November 2016. He resigned his position in February 2018 after being made bankrupt a month earlier, which precluded him from managing companies.

Daniel Patchett confirmed to the Official Receiver that he had full involvement in the day-to-day running of the company and continued with these duties during the period of his bankruptcy.

Yasmin Patchett was appointed as a de jure director of the distribution company in August 2017 but left the day-to-day running of the business to her husband from the outset, including the period of his bankruptcy when she knew Daniel Patchett was not allowed to do so.

Further enquiries established that DRP Distribution Ltd owed the tax authorities more than £157,000 when the company went into liquidation, as well as just over £51,000 to other creditors.

Yasmin Patchett had her 6-year disqualification undertaking accepted by the Secretary of State in October 2020 after she did not dispute that she allowed a person to act as director of DRP Distribution Ltd whilst knowing they were an un-discharged bankrupt.

On 12 October 2020, the Secretary of State accepted a 10-year disqualification undertaking from Daniel Patchett after he did not dispute that he acted as a director of DRP Distribution Ltd in contravention of his bankruptcy.

Husband and wife’s bans were effective from 2 November 2020.

Rob Clarke, Chief Investigator for the Insolvency Services, said:

When Daniel Patchett’s company collapsed, his misconduct was uncovered and it was highlighted that he was running the company whilst being an un-discharged bankrupt. He took no notice of his bankruptcy restriction and his wife, Yasmin Patchett, knew he was unable to act as a director and covered for him.

We will investigate those who try and get around bans while having their spouse as an appointed director whilst continuing to run the business themselves, as the length of this ban shows.

Punjab Chief Minister Captain Amarinder Singh on Saturday formally launched the recently announced Dr. BR Ambedkar Post Matric SC Scholarship scheme, and also virtually laid the foundation stone of Rs. 50 crore worth of projects at Bhagwan Valmiki Tirath Sthal (Ram Tirath), Amritsar, to mark the auspicious occasion of the Maharishi Valmiki Jayanti.

Participating in the Valmiki Jayanti celebrations here, the Chief Minister also virtually inaugurated a new Ram Tirath ITI, while give the go-ahead for the establishment of a Skill Development Centre to prepare Dalit students for competitive exams. In addition, he announced an annual holiday under the Negotiable Instruments Act in remembrance of the great personality, and said that GNDU, Amritsar, will organise an Annual Seminar on Bhagwan Valmiki on the eve of his Birth Anniversary every year.

On the occasion, the Chief Minister distributed Post Matric SC Scholarship Certificates to SC students and congratulated the Valmiki Samaj for various schemes launched by the Technical Education and other Departments for the Dalit community in the state. His government was committed to the welfare of the community, he added.

The Chief Minister said the state scholarship scheme will ensure that poor SC students get free higher education, which the Government of India had unfairly deprived them of with its abrupt withdrawal of central aid of Rs. 800 crore to the state. The Dr. B.R. Ambedkar Post Matric SC Scholarship, being launched without any financial contribution from the Centre, will provide 100% fee waiver for SC students to give them net savings of about Rs. 550 crore, he said.

The scheme, which will benefit more than 3 lakh poor SC students every year, will involve no upfront payment by these students to government/private educational institutions. The institutes will provide free education to SC students under the scheme against direct subsidy from the state government, the Chief Minister announced, adding that the students will also get monthly stipend to buy books, uniforms etc.

Giving details of the Bhagwan Valmiki Tirath Sthal projects, the Chief Minister said these include a Panorama on Maharishi Valmiki (Rs. 25-30 crore), Facade Lights (Rs. 10.9 crore), Filtration Plant in the Sarovar (Rs. 4.75 crore), Furniture for the Sarai (Rs. 2 crore) and Construction of a Parikrama (Rs. 1.3 crore).

Virtually inaugurating the temporary campus of the ITI at Ram Tirath, Captain Amarinder said the institute will contribute to generating more jobs for youngsters. Around 90 trainees had so far been admitted to the institute, he announced, adding that the student strength will be raised to 240 by next year when the building will be renovated at a cost of Rs. 1.82 crore and machinery worth Rs. 3.5 crore will be procured. The number of courses will also be increased year from the current four to nine, he added.

Technical Education Minister Charanjit Singh Channi said the institute will be developed as a state-of-the-art facility.

Earlier, MLA and Warehousing Corporation Chairman Raj Kumar Verka castigated the Centre for stopping the Post Matric SC scholarships and thanked the Chief Minister for starting a new state scheme to compensate the students for the loss. Verka presented a specially created short film on the Valmiki Samaj on the occasion.

Several leading representatives of the Valmiki Sant Samaj were present at the celebration.

Free rapid testing for Covid-19 for GCG students

A team of doctors from Punjab Health Department organized a camp, conducting free rapid testing for Covid-19 as a precautionary measure at Govt. College for Girls, Ludhiana. Dr. Seema Kaushal, Medical Officer UCHC, Jawaddi conducted Corona Awareness Drive to make people aware of the causes of infection so that the recovery rate gets better and mortality rate comes down. She gave valuable tips on nutritious and healthy diet. Moreover, to build a strong immunity against this virus Iron and Folic acid tablets and Zinc tablets were also distributed. The camp successfully accomplished under the able guidance of Officiating Principal Dr. Gurpreet Kaur and Dr. Sukhwinder Kaur, Incharge Student Council.  

On Income Tax Day, Special effort by IT Department

IT distributes masks, kadha and soaps amongst people

Income tax department Ludhiana, under its 'Income Tax Social Responsibility’ (ITSR) initiative, is taking proactive steps to help contain the spread of COVID-19. The department in association with the “Golden Hearts” of Ludhiana and volunteers has called upon people to “Join the MASK MOVEMENT” called “मास्क लगाओ, कोरोना हराओ” on Income Tax Day that is 24th July 2020 with multiple objectives of creating mask awareness, immunity awareness, environment awareness along with awareness of the citizens regarding their duty to contribute to nation building by paying their due taxes.

This “Join the MASK MOVEMENT”  involves distribution of at least one lakh masks to people, as also distribution of Ayurvedic 'Ayush Kadha’ for immunity and 'Soap' for personal and hand-hygiene. 

Priority is being given to families living in slums and labour colonies,  to raise their level of awareness and ensuring their protection from COVID19. 

The first lot of masks, kadha and soaps were flagged off by Mr Binay K.Jha, Chief Commissioner of Income Tax, Ludhiana from Aaykar Bhawan, here. The event was organised following proper social distancing and hygiene norms.

The masks are being distributed from the currently closed NGO schools in labour colonies,  and being given to devotees visiting Gurudwaras and Temples.

As a part of the anti-corona kit, Along with the face  masks  and kadha, the income tax department also distributed 10,000 handwash soaps to the local slum areas. Sh BK Jha , chief commissioner said that as research has shown that the corona virus is destroyed by 20 seconds of hand washing,  soap is an important component in the fight against corona.

Greeting all taxpayers and citizens on Income Tax Day, CCIT Jha says: “There is an urgent need to provide reusable cloth masks and immunity-boosting KADHA to people, not only to protect them from COVID-19, but also to spread awareness among the public on the need to use masks with social distancing. We have to win this war against the virus. I am also happy that a large number of these masks have been made by women’s self-help groups in Punjab with the result that the MASK MOVEMENT is also generating Income for people in need, thus boosting economic immunity for them. Also we have organised around 25,000 trees-saplings for Jammu and Kashmir that are being planted by the BSF. 9000 trees have been provided today. The target is to plant at least two lakh trees. I am happy that more and more IT employees, including Patiala and Jalandhar Charges, the Bar members, taxpayers and volunteers are coming forward to join and support the initiatives. Every Indian, taxpayer or otherwise, should come forward and contribute towards the effort for winning this crucial battle for India . And we are committed to protecting the health and building economic community for our nation.”Senior officers of the Department, representatives from the Income Tax Gazetted Officials Association, Income Tax Employees Federation, District Taxation Bar Association, Taxation Bar Association and Punjab Taxation Bar Association were present.

1 Containment & 5 Micro Containment Zones in Ldh.

Under the Mission Fateh of the Punjab government and to check the spread of Covid 19, one containment and 5 micro containment zones have been declared in district Ludhiana. 

Deputy Commissioner Mr Varinder Sharma informed that due to 25 positive cases, Ashok Nagar in Salem Tabri has been declared as a containment zone, while the micro-containment zones include Kucha No 5 of Field Ganj due to 9 positive cases, Street No 3 in Vijay Nagar due to 8 positive cases, B & C Blocks of GK Estate due to 8 positive cases, from Lucky Hairdresser to RS Model School in Navi Abadi due to 5 positive cases and from house no 37-76 in Kidwai Nagar due to 6 positive cases. 

All these areas have been sealed and the concerned departments have been directed to take necessary action.

Mr Sharma informed that as per the directions of the health department, a district level committee comprising MC Additional Commissioner Mr Sanyam Aggarwal, Civil Surgeon Dr Rajesh Kumar Bagga, District Epidemiologist Dr Ramesh Kumar and Medical College head Dr Clarence Samual, to identify containment and micro containment zones have been formulated in the district. He said that containment and micro containment zones are declared on the basis of recommendation of this committee.

Mr Sharma appealed to the residents to follow all directions of the Punjab government and if they would stay indoors, they would not only stay safe themselves, but would also contribute in keeping everyone around safe.
