This time 'Sawan Kavi Darbar' was organized in Maya Nagar by the organization Kavita Katha Karvan (Reg.), which became very popular. Senior poet and poet Sardar Phansi arrived as the chief guest. On this occasion, Dr. Jaspreet Kaur Falak, founder president of the organization, welcomed the poets and eminent poetry lovers in her well-known memorable style.

The program began with the singing of Saraswati Vandana in the melodious voice of renowned bhajan singer Saroj Verma. After this, the poets presented their poems and ghazals keeping the season of Sawan as the main focus. All these poets showed the yearning of Sawan, the fountain of Sawan and the glimpse of Sawan's creativity in their own words. All these composers captivated the audience with their beautiful ghazals, songs and poems.

Dr. Jaspreet Kaur Falak, Dr. Jagtar Dhiman, Danish Bharti, Dr. Rajinder Sahil, Amritpal Gogia, Hardeep Birdi, Rashmi Asthana, Gurcharan Narang, Navpreet Hari and Dr. Ravinder Singh Chandi displayed their high level of creative talent in this poet court. Performed.

It's the dream of every person to build a house by adding every rupee of his lifetime earnings. One such dream was fulfilled by the residents of Skylark Housing Apartments, Sector-115, Kharad, District Mohali, by buying a flat in this society; but their decision proved to be a hellish for them, as due to lack of basic amenities, it was difficult to live.

Addressing a press conference at Mohali Press Club here today, Smt. Prabhjot Kaur and Col Bachitar Singh, residents of the society, said that the Skylark Housing Apartment project at Laundran-Kharad Road was started by builder Gurmukh Singh in 2008-09 and was completed in December 2011. The said residents alleged that till date the said builder has not completed this housing project as per the terms and conditions and has not been able to provide basic facilities to the residents of the society as per its promise. He said that we have had many meetings with builder since last 11 years regarding our problems and he always assured to complete the above project with all facilities soon, but he kept avoiding providing these facilities.

He further said that there is a provision to install 7 lifts in the society, but only 3 lifts are running and due to lack of power backup, most remain closed or malfunctioning, causing discomfort to elderly and disabled people to reach upto their flats on 4th-5th floor. They have to face many difficulties. He expressed doubts that the builder has neither taken approval from RERA for this project nor obtained completion and occupation certificate from the concerned authorities. He said that even fire extinguishers were not installed during any untoward incident in the society. Along with this, the society has got potholes on the roads and now during the rainy days water stagnates on the roads and the general cleanliness in the premises is poor.

In the end, he said that in such a situation the life of the people of the society has become difficult and builder Gurmukh Singh is not ready to listen to us even a single word. He has requested the Bhagwant Mann government of Punjab to take necessary strict action against the said builder and bring us justice at the earliest so that we can get relief from living such a hellish life.

Apart from Prabhjot Kaur and Col Bachitar Singh, Manish Nanda, Manjit Sandhu, Vishal Thapar, Group Captain Amarjit Singh Dhillon, Paramjit Singh Sandhu, disabled residents Jatinder Sharma and Kamal Chahal were present on the occasion.

When the society wanted to talk to the builder Gurmukh Singh on two different mobile phones about the allegations leveled by the residents, he did not think it necessary to pick up his mobile phone.

The ever-increasing outbreak of drug addiction is a dangerous knock for the whole society. While the deaths due to its overdose are increasing, the crime is also increasing. Its prevention will not be possible until all of us are aware and active in this direction. While social organizations have also woken up for the cooperating each other, the police department is also giving support for this purpose. Another event was held, the details of which were given by well known social worker innocent Bhardwaj. 

A joint seminar of police and public was organized keeping this objective in front. It was organized in the premises of Youngman Woolen Mills Pvt Ltd. In this seminar held under the guidance of Commissioner of Police, Ludhiana, a detailed review of the damage caused by drugs was taken. Along with this, there were also talks on ways to get rid of drugs. The role of educational institutions, the role of parents and the cooperation of the society were discussed in all aspects to save the youth.

Prominent persons GS Bajwa, Anand Bardhan Singh, Avtar Singh, Alpesh Chavda, Anil Bajaj and many others were also present in this seminar. Saanjh Zone-4 Incharge SI Hardayal Singh, ASI Balwant Singh Bhikhi, Youngman Woolen Mills MD Ramesh Jagota, GM Gurinder Singh Bajwa, HR Manager Anand Vardhan and Admin Manager Nikosh Bharadwaj were also fully active to prevent drug abuse. A strong message against can go to the whole society.

Vigilance Bureau arrests Daljit Singh Gilzian

Aiming to unearth the corruption in the Forest Department during the previous Congress regime, the Punjab Vigilance Bureau on Wednesday arrested Daljit Singh Gilzian, nephew of former minister Sangat Singh Gilzian, who was acting as a middleman to collect money from contractors, transfers of department officials, illegal mining, purchase of tree guards, issuance of permits for felling of Khair trees, issuance of NOCs for construction of slip roads for commercial establishments near highways, and other works in the department.

Disclosing this here today a spokesperson of the VB said that the Bureau has recovered a diary which has several leads to arrest Daljit Singh. In this regard a forest contractor Harminder Singh Hammi was earlier arrested by the VB who had confessed that he had given Rs. 5 lakh as a bribe to former minister Sangat Singh Gilzian through one Kulwinder Singh for issuance of a permit for cutting of Khair trees at village Nada, Mohali district.  He had also given bribes to the Range Officer, Block Officer, and Guard of this department.

He further informed that Bureau has registered a case against former forests ministers Sadhu Singh Dharamsot and Sangat Singh Giljian, alongwith other officials/private persons under FIR No. 07 dated 06-06-2022 for allegations of organized corruption being made by these ministers, officers/employees or some private persons. During the investigation of this case, Sadhu Singh Dharamsot or other accused were arrested on 07-06-2022 and now in judicial custody.

The spokesperson further revealed that during the investigation of above mentioned allegations of bribery and embezzlement of government funds in the procurement of tree guards in the forest department after the appointment of Sangat Singh Giljian as forest minister in September 2021, verbal evidence as well as documentary and technical evidence obtained by the VB shows that Sangat Singh Giljian's nephew Daljit Singh, son of Joginder Singh, was directly involved in government and non-government affairs on behalf of the minister in the department.

Giving more details he informed that Daljit Singh had been issuing instructions directly to the officials of the department for his personal interests. Besides, he had talked to the top officials of the department and private contractors and WhatsApp chat have been obtained which shows that during the tenure of Sangat Singh Gilzian as minister, his nephew has used his influence directly in making government payments besides in supplying of tree guards procured by the department, illegal mining and issuance of permits for felling of Khair trees.

The spokesperson further added that during the investigation of this case, Daljit Singh was in constant touch with other suspects/accused persons/officers and giving instructions to them thereby affecting the thorough investigation of the case. He was named accused during the investigation and arrested on 13-07-2022. Further investigation of this case was under progress.

Appointment of Raghav Chadha as Chairman

The appointment of Raghav Chadha, senior Aam Aadmi Party (AAP) leader and Member of Parliament of Rajya Sabha  from the State of Punjab as Chairman of Advisory Committee (AC) by Chief Minister of Punjab, Bhagwant Mann, has, apart from inviting political criticism by opposition parties in the State, has also come under a sort of legal scanner.

An Advocate at Punjab and Haryana High Court, Hemant Kumar, while quoting Article 102(1)(a) of Constitution of India asserts that Member of Parliament (M.P.) of either House of Parliament can be disqualified as such if he holds any office of profit under the Government of India or the Government of the State other than an office declared by Parliament by law not to disqualify its holder.

Hemant  says that in pursuance of above Article,  a law namely Parliament (Prevention of Disqualification) Act, 1959 was enacted by Parliament itself as Act No. 10 of 1959 which has been amended several times in last six decades and which specifies explicit names and designations of certain offices both under the Government of India as well as Government of different States in the country  the holding of whom by MPs would not disqualify them as Members of Parliament.

The Advocate further elaborated that Section 3(h) of aforementioned 1959 Act excludes the Office of Chairman or member of a committee (whether consisting of one or more members), set up temporarily for the purpose of advising the Government or any other authority in respect of any matter of public importance or for the purpose of making an inquiry into, or collecting statistics in respect of, any such matter, if the holder of such office is not entitled to any remuneration other than compensatory allowance.

Pertinent that the Advisory Committee (AC) in Punjab has been constituted vide a State Government Notification dated July 6, 2022 nevertheless as an temporary (adhoc) committee to advise the Government of Punjab on matters of public importance pertaining to Public Administration. The Chairperson and members of ibid Committee are however not entitled to any compensation, remuneration or perks of any kind or nomenclature in respect of such appointment. They shall not even be entitled to payments that are compensatory in nature, including any reimbursements.

Hence, in view of Section 3(h) of the 1959 Act, the office of Chairperson of PAC seems to be out of purview of Office of Profit.

However, Hemant recalls that when in May, 2004  UPA-1 dispensation headed by Dr. Manmohan Singh, then Prime Minister of India, came to power, immediately National Advisory Council (NAC) was constituted in June,2004 which was headed by none other than then Congress party President, Sonia Gandhi.

Two years later in March, 2006 in the aftermath of then Rajya Sabha MP from Samajwadi Party, Jaya Bachchan, getting disqualified on account of her concurrently  holding the post of Chairperson of Uttar Pradesh Film Development Council which was held as Office of Profit firstly by then President of India, on the opinion given by Election Commission of India ( which was later also upheld by Supreme Court of India in May, 2006),  days after Jaya’s disqualification in ibid case, Sonia Gandhi also tendered as resignation not only then Lok Sabha MP from Amethi  but also as Chairperson of NAC. Actually, BJP and certain opposition parties then raised hue and cry over Sonia’s disqualification also as MP since NAC was labelled as Office of Profit.

Meanwhile, both Jaya and Sonia got re-elected to Rajya Sabha and Lok Sabha in next few months after their disqualification and resignation respectively.  

However, in August, 2006 the Parliament amended Section 3 of 1959 Act by incorporating new sub-section 3(ad) which specifically excluded  the office of the Chairperson of the National Advisory Council as constituted by the Government of India in the Cabinet Secretariat on May 31, 2004. However, Sonia Gandhi re-assumed charge of Chairperson of NAC only in March, 2010 and she remained as such till May, 2014 when UPA-2 Government was voted out of power.

Amidst all this, Hemant questions that it remains to be examined thoroughly  that if recently constituted Advisory Committee is akin to then Sonia Gandhi led NAC in the Manmohan Singh led two successive UPA regimes.  And if office of Chairperson, NAC had to be specifically included in the 1959 law  by an Amendment Act of Parliament so as to grant statutory immunity to Sonia Gandhi from being disqualified as MP on account of her holding such Office, then perhaps the same night also be needed in case of Raghav Chadha led Advisory Commitee in Punjab. 

No industrial unit near Mattewara forests: Says CM

Punjab Chief Minister Bhagwant Mann today announced that no Industrial unit will be set up at the proposed site near the Mattewara forests for saving the precious water resources and woods of the state.

“I will categorically like to announce that not only in Mattewara but the state government will not allow any industry to come up on the river banks of Punjab for avoiding any sort of water pollution in them” announced the Chief Minister after a meeting with the Public Action Committee on Mattewara Forest.

The Chief Minister bemoaned that his predecessor Captain Amarinder Singh had gave nod to the project envisaged by the Union government for setting up Textile park over 1000 acres on this land, without even thinking about its pros and cons. He said that the proposed project site is located near the Mattewara forests and on floodplains of river Satluj but the Captain government totally ignored the castigating effects which this project will have on the environment and ecology of the state. Bhagwant Mann said that apart from cutting of trees this project would have also lead to massive pollution in the river water thereby jeopardising the human life along with flora and fauna in the region.

The Chief Minister said that when voted to power his government minutely studied the project and found that this will disturb the ecological balance of the area. He said that keeping in view the repercussions of this project on the environment and human life, the state government has decided that no industrial unit will be set up this land. Rather, Bhagwant Mann said that Punjab government will preserve these ‘green arteries’ of the state by all means.

The Chief Minister said that the state government is ready to allot any new chunk of land for this proposed Textile park with the condition that it doesn’t pollute the waters of the state. Bhagwant Mann reiterated the firm commitment of the state government to check the environmental pollution for making Punjab clean, green and pollution free.
