The appointment of Raghav Chadha, senior Aam Aadmi Party (AAP) leader and Member of Parliament of Rajya Sabha  from the State of Punjab as Chairman of Advisory Committee (AC) by Chief Minister of Punjab, Bhagwant Mann, has, apart from inviting political criticism by opposition parties in the State, has also come under a sort of legal scanner.

An Advocate at Punjab and Haryana High Court, Hemant Kumar, while quoting Article 102(1)(a) of Constitution of India asserts that Member of Parliament (M.P.) of either House of Parliament can be disqualified as such if he holds any office of profit under the Government of India or the Government of the State other than an office declared by Parliament by law not to disqualify its holder.

Hemant  says that in pursuance of above Article,  a law namely Parliament (Prevention of Disqualification) Act, 1959 was enacted by Parliament itself as Act No. 10 of 1959 which has been amended several times in last six decades and which specifies explicit names and designations of certain offices both under the Government of India as well as Government of different States in the country  the holding of whom by MPs would not disqualify them as Members of Parliament.

The Advocate further elaborated that Section 3(h) of aforementioned 1959 Act excludes the Office of Chairman or member of a committee (whether consisting of one or more members), set up temporarily for the purpose of advising the Government or any other authority in respect of any matter of public importance or for the purpose of making an inquiry into, or collecting statistics in respect of, any such matter, if the holder of such office is not entitled to any remuneration other than compensatory allowance.

Pertinent that the Advisory Committee (AC) in Punjab has been constituted vide a State Government Notification dated July 6, 2022 nevertheless as an temporary (adhoc) committee to advise the Government of Punjab on matters of public importance pertaining to Public Administration. The Chairperson and members of ibid Committee are however not entitled to any compensation, remuneration or perks of any kind or nomenclature in respect of such appointment. They shall not even be entitled to payments that are compensatory in nature, including any reimbursements.

Hence, in view of Section 3(h) of the 1959 Act, the office of Chairperson of PAC seems to be out of purview of Office of Profit.

However, Hemant recalls that when in May, 2004  UPA-1 dispensation headed by Dr. Manmohan Singh, then Prime Minister of India, came to power, immediately National Advisory Council (NAC) was constituted in June,2004 which was headed by none other than then Congress party President, Sonia Gandhi.

Two years later in March, 2006 in the aftermath of then Rajya Sabha MP from Samajwadi Party, Jaya Bachchan, getting disqualified on account of her concurrently  holding the post of Chairperson of Uttar Pradesh Film Development Council which was held as Office of Profit firstly by then President of India, on the opinion given by Election Commission of India ( which was later also upheld by Supreme Court of India in May, 2006),  days after Jaya’s disqualification in ibid case, Sonia Gandhi also tendered as resignation not only then Lok Sabha MP from Amethi  but also as Chairperson of NAC. Actually, BJP and certain opposition parties then raised hue and cry over Sonia’s disqualification also as MP since NAC was labelled as Office of Profit.

Meanwhile, both Jaya and Sonia got re-elected to Rajya Sabha and Lok Sabha in next few months after their disqualification and resignation respectively.  

However, in August, 2006 the Parliament amended Section 3 of 1959 Act by incorporating new sub-section 3(ad) which specifically excluded  the office of the Chairperson of the National Advisory Council as constituted by the Government of India in the Cabinet Secretariat on May 31, 2004. However, Sonia Gandhi re-assumed charge of Chairperson of NAC only in March, 2010 and she remained as such till May, 2014 when UPA-2 Government was voted out of power.

Amidst all this, Hemant questions that it remains to be examined thoroughly  that if recently constituted Advisory Committee is akin to then Sonia Gandhi led NAC in the Manmohan Singh led two successive UPA regimes.  And if office of Chairperson, NAC had to be specifically included in the 1959 law  by an Amendment Act of Parliament so as to grant statutory immunity to Sonia Gandhi from being disqualified as MP on account of her holding such Office, then perhaps the same night also be needed in case of Raghav Chadha led Advisory Commitee in Punjab.

The Aam Aadmi Party (AAP) Punjab senior leader and Leader of Opposition (LoP) Harpal Singh Cheema expressed strong objection and disappointment over the newly appointed Advocate General of Punjab Amar Preet Singh Deol (APS Deol), stating that it was not expected from the new Chief Minister Charanjit Singh Channi, that his real face will be exposed so early. He said to save the former DGP Sumedh Saini and the Badal family in sensitive cases; Channi has gone two steps ahead of former Chief Minister Capt Amarinder Singh.

Cheema appealed to the Chief Minister Charanjit Singh Channi to rectify this blunder immediately stating that APS Deol should be removed immediately from the post of AG. He also warned that if the Channi government did not remove APS Deol from the office within 10 days, the Aam Aadmi Party would wage a decisive struggle against the government as it was a conspiracy to save the Guru's culprits.

Addressing a press conference with party MLAs Kultar Singh Sandhwan, Amarjit Singh Sandoa, state general secretary Harchand Singh Barsat, spokespersons Malvinder Singh Kang and Manwinder Singh Giaspura at the party headquarters here on Tuesday, Harpal Singh Cheema showed the documents of Deol's prosecution as a senior counsel for former DGP Sumedh Saini in the Behbal Kalan and Kotkapura firing cases related to desecration of Sri Guru Granth Sahib. He said that not only Saini, but APS Deol was also fighting the cases of other accused. Then what justice can be expected in the sensitive cases being fought by the Punjab government under APS Deol's leadership, questioned Cheema.

Harpal Singh Cheema said for the first four-and-a-half-years, Advocate General Atul Nanda appointed by Capt Amarinder Singh, in collusion with the Badal family and Sumedh Saini had not get justice in Behbal Kalan and Bargari cases and now Channi, by going to great lengths has appointed Sumedh Saini's lawyer as Advocate General. “This is the result of a deliberate conspiracy. It is as if the Badals and Saini have taken over the entire government machinery. As a result, Channi has followed in Captain's footsteps,” he said.

The AAP leader said it was not expected from the new Chief Minister. “Justice for Bargari and Behbal Kalan was expected, but the Channi government's decision on APS Deol shattered the hopes,” he added. Cheema said the people who have been accused by Justice Ranjit Singh and Justice Zora Singh for desecration of Sri Guru Granth Sahib and Behbal Kalan-Kotkapura firing; how can the government even consider appointing a lawyer for those accused as its Advocate General?

He said legal ethics also does not allow a lawyer who is first fighting the case on behalf of the accused, to be able to fight against the accused on behalf of the government. Cheema alleged that Deol's appointment was a conspiracy to save the accused, which could not be tolerated. He said that all the Aam Aadmi Party MLAs were also writing letters to the Chief Minister in this regard.

AAP Senior leader HS Phoolka’s absence from the Kisan Manifesto Rally has not gone down well with the party volunteers. A social media campaign started by party volunteers from all the parts of the world clearly indicates the concern of the volunteers about the cracks in the senior leadership of the party.

It is said that he is not happy with the misbehaviour of the Delhi team with the volunteers. One of the reasons of Phoolka’s not attending the rally was that a complaint sent by 500 volunteers to the NDC (National Disciplinary Committee) 3 months ago was totally ignored. The people against whom complaint was sent by volunteers were given high positions in the party and these volunteers were sidelined.

The copy of the complaint is enclosed which is self explanatory.

AAP volunteer from Ludhiana, Raj Fateh Singh said that a person named Vikram Mann, who abused senior volunteers of the party and against whom 500 other volunteers filed a complaint with signatures and proofs to the National Disciplinary Committee, no action was taken against Vikram Maan and instead he was appointed In-charge of Dakha constituency. Phoolka ji has decided not to speak to media.

The volunteers of Ludhiana held a meeting and decided that volunteers will come to check the false rumours being spread. Phoolka ji has taken stand to uphold the respect of the volunteers and we have taken a stand to uphold the respect of Phoolka ji. We are issuing it without his approval as we feel it is necessary for us to speak. We know that the above reasons are correct as he has discussed with us many times before.

Meeting on Tytler isssue was scheduled for today at 5:00PM 

Senior advoate and Aam Admi Party leader Mr. H S Phoolka received a call from personal assistant of Jathedar Akal Takht Sahib that the meeting scheduled for today at 5:00 pm with Jathedar Sahib has been cancelled and Mr. Phoolka should now contact Jathedar Sahib’s personal assistant for fixing time next week in Amritsar.

In a TV interview yesterday Jagdish Tytler stated that he has written a letter to Jathedar Akal Takht Sahib and he wants to appear before Akal Takht to give proof of his innocence.

Mr. Phoolka had spoken to Jathedar Akal Takht Sahib, Singh Sahib Giani Gurbachan Singhji and had taken time to meet him and present all the proofs against Jagdish Tytler, showing his involvement in the Genocide.

Mr. Phoolka will be to meeting Jathedar Sahib before that and will present all the proofs against Jagdish Tytler and would request Jathedar Sahib to impress upon the Central government to arrest Jagdish Tytler.

Modi Govt has gone back from its promise

I have resigned due to the attitude of Modi Government and its apathy towards Justice for victims of 84 Carnage.

I am informed that BJP has stated that I resigned due to attitude of kejriwal, which is absolutely false.

Modi Government has gone back from its promise to punish the guilty, rather has given clean chit to JagdishTytler and not filing that missing chargesheet against Sajjan Kumar.

It has left no option with us then to explore International options. We have already given call for holding demonstration outside UN assembly on 25^th September 2015, when Modi attends it, Will work out other ways of International intervention.

I could not have done all this while being in Politics and having a post in a party. So I quit my post.

Mr.Phoolka condemned the terror attack and termed it as an act of Cowardice.

While talking to press reporters Mr.Phoolka stated that the Punjab Government should follow the Kejriwal Government in compensating the Martyrs in Policeforces.Kejriwal government has given Compensation of Rs.1 Crore to Policemen who were killed on duty to check the Crime.

Since February 2014 i.e. first Kejriwal Government, five policemen has already been given the compensation of Rs.1 Crore.

3000 innocent citizen were murdered

Yakub Memon is executed for killing 257 innocent citizens. On the other hand the BJP - Akali Government at Centre continue to shield the people like Jagdish Tytler and Sajjan Kumar who have murdered over 3000 innocent citizen in open day light in the capital. It is unfortunate that under this government, first CBI quietly files the Closure Report without informing the Media or even the victim and then the CBI refuses to register case against Tytler for influencing the witnesses and Hawala Transaction inspite of overwhelming material available with the CBI.
In the case of Sajjan Kumar, the missing chargesheet prepared on 8th April 1992 for murder of five innocents where Sajjan Kumar is accused, is still not filed in the Court and is pending with the CBI now.
Modi ji, Badal ji, those 3000 killed in Delhi were also citizens of this Country. While in opposition you used to raise this issue to get political benefit and attain power. After forming the Government why have you started shielding them. even more blatently then by the Congress Government.Today’s hearing in Tytler case in Karkardooma court regarding the Clean Chit given by CBI to Jagdish Tytler has been adjourned to 14th August 2015 due to Lawyers strike.

Aam Aadmi Party Jan Chetna Yatra reaches Ludhiana

The Statewide ‘Baimaan Bhajao-Punjab Bachao’-Jan Chetna Yatra of Aam Aadmi Party entered Ludhiana District today. Aam Aadmi Party Ludhiana District volunteers in large numbers wearing their signature white caps and bands gave a warm welcome and received the yatra as it arrived at Khanna.

The main reception and public gathering by Aam Aadmi Party Ludhiana unit was held at Sahnewal where National Leader and Punjab State Observer Shri. Sanjay Singh, Aam Aadmi Party Member of Parliament Mr. Harinder Singh Khalsa and S. Sucha Singh Chottepur were received by District Ludhiana Aam Aadmi Party volunteers and Ludhiana District Convener Mr. Ahbaab Singh Grewal. Overwhelming response about the Yatra was witnessed among the residents of Ludhiana, who like all Punjabis are miserable and  sufferings due to the corrupt and ineffiecient SAD/BJP Government headed by the Badals in the State. A large number of Ludhianvis turned out to take part in this yatra and vowed to bring an end to this corrupt rule of Badal Sarkar.

Later the Yatra travelled through the Ludhiana City following the route from Sherpur Chowk, Dholewal Chowk, Vishkarma Chowk, Jagraon Bridge, Bharat Nagar Chowk, Bhaiwala Chowk and paused for the day at Circuit House Ludhiana for a night halt.

The yatra will restart for the next day from Circuit House Ludhiana at 10:00 am and then would be entering towards District Jalandhar via under the Jagraon Bridge where a public gathering will be addressed near Clock Tower by Aam Aadmi Party Senior members and then public gathering would be addressed at Jalandhar Bypass, Jassian Road, Eldeco(NH-1) and all this is being organized by different Aam Aadmi Party Ludhiana Units.

According to Mr. Ahbaab Grewal “The Aam Aadmi Party is successful in reaching to the masses while exposing the rot set by the corruption and nepotism of Badals in front of the Public and the massive support received everywhere in the state is evidence of that.”

Continuing with the celebration of its spectacular success in the Delhi elections. the  Aam Aadmi Party Ludhiana took out a grand bike/car rally through the Atam Nagar Assembly constituency. Starting from the Main party office at Gurdev Nagar, the rally route covered Ambedkar Nagar, Model Town, Gill Chowk, Atam Nagar, Shimlapuri, Dugri Phase !, Dugri Phase 2, Basant Avenue etc. finally ending at the Party office in the afternoon.
The residents of the areas came out in huge numbers to welcome the  sea of volunteers with their signature white caps and cut outs of Arvind Kejriwal. According to an onlooker, “The success of Aam Aadmi Party at Delhi signifies that honest intentions can beat muscle and money power and we would like to be a part of this revolution for a corruption free India”.

According to the District Convener, AAP Ludhiana, Mr. Ahbaab Grewal : “Like volunteers from all over India, our Ludhiana volunteers too under the guidance of Mr. H. S. Phoolka,  went to Delhi  to campaign and provided great support through social media too. This rally is a way of thanking those volunteers as well as all the aam aadmi of this country who have given us this unprecedent massive mandate.”
The Aam Aadmi Party Dugri office was also inaugurated on this occasion near the old police station near Durga Mata Mandir in Phase 1.

Aam Aadmi Party Ludhiana Volunteers continued on the path of “Vyavastha Parivartan” as dreamed by Mr. Arvind Kejriwal. 
In a unique initiative the Aam Aadmi Party Volunteers celebrated Raksha Bandhan by tieing Raakhi on the wrists of not just those who vow to protect their sisters but those who are the protectors of all society. 
Aam Aadmi Party volunteers visited three Police Stations in the City today : Sarabha Nagar Police Station, Fountain Chowk Police Station and New Shimlapuri Police Station. AAP Lady volunteers tied Raakhis on the wrists of the police men present in the station while the lady police were encouraged to tie raakhis on the wrists of AAP male volunteers. 
The idea behind the event was that while residents of the city enjoy during each festival, the police personnel on duty do not get a chance to celebrate any festival. On each festive occasion they are on duty preventing crime and protecting the public and still carry a negative image in the minds of the people. This negative image needs to be changed and the isolation of the police personnel from society must be removed for our society to progress and be crime free. To remove the gap between the general public and the police, this initiative was undertaken so that even the lowest ranking police official feels that society cares for them and they also take part in the festivities. 
The million watt smiles on the faces of the cops as young girls tied raakhi on their wrists was worth watching and Aam Aadmi Party Ludhiana Volunteers have resolved that they will make every effort to change the perception of the public towards the police and celebrate each festival with them.
As a gift the volunteers took an assurance from the police personnel that they will continue to perform their duty with greatest dedication so that each citizen of Ludhiana feels safe and secure always.

Candle march was organised today by Aam Admi party in support of Gunreet kaur aged 17 years ,who is missing since 19th May 2014. Hundreds of aap supporters and students from Punjab University joined the movement , It was lead by Himmat Singh Shergill, aap candidate from shri Anandpur Sahib parliament seat and gunreet's mother Sukhdeep Kaur . The march was started from local Gurudwara Shri Amb Sahib ,with people  holding candles and banners showing gunreets photo.Mother Sukhdeep kaur told the media that she is going daily to the police station but they are giving lame excuses. She said she has also met new SSP  Mohali but the police hasn't yet started the investigation properly. During this protest Himmat singh shergill  talked to the media and said that now all citizens of Mohali are with missing daughters mother and we will meet SSP on 4th June, and we are also planing to arrange a bigger protest march and dharna in front of police station and SSP office in support of Gunreet Kaur's mother.Baldev Singh, president of sikh dharmi fauji association Punjab, and many senior citizens and young girls were part of  this protest .
Gunreet Kaur  class ten student is missing from Mohali, She is the only daughter of a divorcee  mother. When her mother went to the police station on 19th May, police just wrote DDR, but did not take quick action. The same night, she ran here and there, alone searching for her daughter. The next day, police registered FIR number 108 at police station sector 66 Mohali and SHO asked the mother to wait for few days because he was busy in IPL matches , after IPL match when she again went to meet the police officer he again came up with a new excuse and said that he was busy in drug cases.

"These allegations are highly unfortunate"

The statement of Capt. Amarinder Singh that the Aam Aadmi Party is dominated by Naxalites is highly unfortunate and demonstrates the frustration amongst the Congress. All the leaders of the Aam Aadmi Party in Punjab have a long standing track record of Social Work. The Congress does not have any leader to match them with an equivalent long fortitude for social service.  And therefore they are leveling such malicious allegations. Dr. Dharam Veer Gandhi has been rendering free medical services for almost forty years now and Prof. Sadhu Singh has been providing free tuitions to needy students for the past four decades. The Congress leaders should try and match this passion.  I have also been in Prison during student agitations in 1972 in Ludhiana Jail like Dr. Gandhi. Now, Capt. Amrinder Singh may start labeling  me a Naxalite as well.  His statement smacks of his feudal and regressive mindset. Congress as well as the SAD are scared of the Aam Aadmi Party and therefore are trying to target them.

 The statement of Harsimrat Kaur Badal, Cabinet Minister, that Modi Government would implement the Report of Nanavati Commission to punish the guilty, is highly surprising.

Nanavati Commission submitted its report in February 2005 and was tabled in the Parliament on August 8, 2005.

In this Report, Nanavati Commission had recommended registration of only 4 cases which are against Sajjan Kumar, Jagdish Tytler. All these 4 cases were registered and investigated by the CBI. Nanavati mentioned in his report that 241 cases are closed by Police and were never sent for trial to Courts. But, unfortunately it recommended reopening of only 4 cases. Other 237 cases, Nanavati never recommended to be reopened. Justice could only be done and the guilty could be punished if these 237 cases are reopened. For this purpose Kejriwal government had constituted SIT to reopen and reinvestigate these 237 cases which are closed by Police and never sent for trial. The SIT has not been made functional yet. The Modi government should immediately make the SIT functional and get these 237 cases reinvestigated.

The details of 4 cases recommended by Nanavati Commission are as follows:-

1)    Police Station- Delhi Cantt.- Against Sajjan Kumar- Ex-MP, Mahinder Yadav-Ex-MLA, Balwant Khokhar-Ex-Councillor and 3 others.

The case was registered in 2005 and the chargesheet was filed in January 2010. Trial took 3 years to complete. Trial Court finally decided the matter on April 30, 2013. Sajjan Kumar was acquitted, Mahinder Yadav- Ex MLA was convicted and Balwant Khokhar- Ex Councillor was also convicted. Appeals are pending in High court. The bail of Balwant Khokhar- Ex Councillor was listed in Delhi HC today. The matter has now been adjourned for July 07, 2014. He is in the jail.

Mr. H.S Phoolka, Senior Advocate appeared in the High court in this matter today on behalf of the victims.

2)    Sultanpuri Police Station- Against Sajjan Kumar and 4 others- Chargesheet was filed in January 2010, the case is still pending before the Trial Court and evidence of witnesses is still going on in Karkardooma Court.

3)    Mangolpuri Police Station- Against Sajjan Kumar. The eye witness Dr. Iqbal Singh died long time back, therefore, this case was closed.

4)    Bara Hindu Rao, Police Station- Against Jagdish Tytler- Case was registered by CBI in October 2005. After investigation the CBI filed the Closure Report which is rejected by the Court and the case is pending for investigation with the CBI now. Jagdish Tytler has challenged the order of Add. Sessions Judge rejecting the closure report of CBI and reopening the case. His appeal is listed on May 29, 2014 in Delhi High Court.

For rehabilitation, Prime Minister Package was declared in January 2006. This has not been completely implemented. This Package included giving jobs in each family of victims. Modi government should implement this package and provide job to the victims.

AAP candidate for Lok Sabha, Chandigarh Gul Panag carried out a successful road show in Ludhiana on April 17th 2014. Inspite, of a rainy morning the Road Show received a huge public turnout. The road show started 9:30 in the morning from Aam Aadmi Party Office in Sarabha Nagar and continued from Bhai Bala Chowk, Jagraon Bridge, Rekhi Cinema Chowk, Chaura Bazar, Thaan Singh Chowk, Laxmi Cinema Chowk, Field Ganj, Jagraon Bridge, Bharat Nagar Chowk, Bhai Bala Chowk, Pakhowal Road, Sarabha Nagar, Bhai Randhir Singh Nagar, Bhagat Singh Nagar, Paasi Chowk, Phullanwal ByPass, Dugri Phase 2, Dugri Phase 1, Dugri Road, Atam Nagar, Gill Chowk, Partap Chowk, Sherpur Chowk, Cancer Hospital, Cheema Chowk, Pahwa Hospital, finally concluding at Janta Nagar. Gul also boarded the city bus on Bharat Nagar Chowk and interacted with the people travelling in the bus. All along the route of the rally, especially at Chaura Bazaar and Field Ganj, people stopped her again and again to honor her with garlands and ‘Saropas’.

While addressing the crowd, Gul Panag said, “The people of Punjab are weary of the corrupt politicos, time for a change and only voters of Punjab can be a part of this change by casting their vote”. She continued, “By casting your vote in favor of AAP candidate from Ludhiana, Mr. Phoolka, ensure a drug free environment and a developed society. It’s time to use the broom and sweep away the cooks the crime and the corruption.”

JagdishTytler related 1984 Riots case

1984 Riots case relating to JagdishTytler was listed before the Hon’ble Mr. Justice V. P Vaish in the Delhi High Court today. Mr. H.S Phoolka specially came from Ludhiana to appear in this matter. A couple of weeks back,Akali Dal had spread a false rumor that Mr. Phoolka has withdrawn from the Tytler case. However, today Mr. Phoolka appaeared in the pending matter and the matter was adjourned to 29th May as Mr. Phoolka requested that the matter needs long arguments of atleast more than one hour.

Another matter relating to 1984 Sikh Riots was listed in Court No. 33 of the Delhi High Court. This was an interim bail application filed by BalwanKokhar , a co-accused of Sajjan Kumar in 1984 riots case. Mr. Phoolka appeared in this matter and this matter was adjourned. Therefore, Mr. Phoolka appeared and argued both 1984 riots cases. His mission in life hasn’t changed with entering politics.

Ludhiana’s AAP candidate for Lok Sabha, Mr. Phoolka and Mr. Arvind Kejriwal carried out an enormously successful road show through Ludhiana attended by nearly 2 lakh people. A sea of people came out to welcome Mr. Kejriwal. Supporters were seen thronging the streets to meet Mr. Kejriwal and Mr. Phoolka and at most places there was such a rush of people that the road show could barely move.

The road show went through 25 stops and at each stop there were seen hundreds and thousands of people. Not only they were volunteers and members present, but people were seen running out of their shops and homes to greet Kejriwal.

Mr. Kejriwal was very happy and smiling all through the road show meeting and shaking hands with people and accepting garlands of flowers and sarope. Some supporters at Ghumar Mandi were so happy to meet him that they got emotional and couldn’t control their tears.

The response of women and children was most overwhelming. Scores of children got on the bonnet of Mr. Kejriwal’s jeep to put garlands on him and get autographs and pictures clicked. A young woman at Basti Jodhewal ran to the jeep and said “Please save our nation!” The kafila behind Mr. Kejriwal’s jeep stretched to over 5 kms. and continued till the end of the road show, showing that these are dedicated and die hard supporters of the party.

On 13^th April morning, Mr. Phoolka accompanied Mr. Kejriwal to Ahmadgarh for the road show there, where also there was enormous response to Mr. Harinder Khalsa. On 12^th April Gurdaspur had also seen its biggest rally. It is clear that Punjab has been swept by an “AAP” wave by the aam aadmi.

A letter written to Commissioner by Mr. Phoolka

Attached is the formal complaint made by Mr. H.S. Phoolka to the Commissioner of Police, Ludhiana today. The details are provided therein. The phone number mentioned in the complaint has already been traced by the Police to a number in Gujarat, belonging to a prominent person in Gujarat. The name is not being disclosed due to pending investigation in the matter. The events clearly disclose the desperate attempt being made to try and trap Mr. Phoolka and affect his highly successful campaign.

Sir,

            Yesterday on 09.04.2014 while I was in villages in Jagraon, I received a call on my Punjab number, 9779490070 from phone number 09662164374. The person on the other side disclosed his name as BK Singh, SSP Rural, Ludhiana. He said he wanted to talk about something very urgent. The line was not very clear so I called him back from my other number, 09811021916. The said person claimed that he is SSP Rural, Ludhiana and he needs an urgent favor from me. He said that his son has lost his luggage at Mumbai Railway Station and he urgently needs money. He said he would deliver me the money in Ludhiana and if I can ask someone in Mumbai to give the money to his son who is stranded in Mumbai. On humanitarian considerations, I will request my friend in Mumbai to take care of his son. He insisted on immediate delivery of Rs. 65,000 to me in Ludhiana. I told him that I was in the villages and not in the city. He insisted that I should give him the number of someone who he can deliver the money to. I told him that he shouldn’t worry about delivering the money, he should only send the contact details of his son in Mumbai and I will ask my friends in Mumbai to take care of him and to ensure that he is fine. He then sent me the following SMS :

“FULKA JI, MY SON NAME JASHBIR SINGH HIS MOBILE NO. 08980956476 HE IS AT MUMBAI CENTRAL R STATION FROM SSP BK SINGH IPS”

I requested my friends Manjeet Singh in Mumbai to help the young boy who is in desperation and I forwarded the message sent by BK Singh to him. When Manjeet Singh called on the number in the SMS, the phone was busy and the message on the phone came in Gujrati. Manjeet Singh immediately told me that this number is not of a person in Maharashtra and the message from the service provider is in Gujarati. Manjeet Singh again called on the number after some time and told the boy that he is coming to meet him at Mumbai Central Station, as mentioned in the message sent by BK Singh. The boy informed Manjeet Singh that he is not at Mumbai Central Station and gave a different location in Mumbai. Manjeet Singh called me and said that something is definitely fishy. I called back the said BK Singh and his number was coming busy and that message too was in a different language and  not in Punjabi or Hindi. I again tried calling him and asked where he is at that time. He informed me that he his sitting at DIG office at Lakkar wala Pul. That showed that this person is lying. I called DSP Dakha, and asked him if there is any SSP Rural by the name of BK Singh. He told me that there is none. Then I called Commissioner of Police, Ludhiana and asked him if there is any IPS officer by the name of BK Singh. He also confirmed that there is none. I narrated the incident and requested investigation in the matter as someone was purposely impersonating himself as SSP Ludhiana.

From the fact that the person was too keen to deliver the money to me and the amount was Rs. 65,000/- which is equal to $1,000, it appears that it was a trick to trap me and claim that I have received money through hawala. It clearly makes out a case of misrepresentation, cheating, impersonation and forgery intending to harm my reputation.

I am grateful to you for taking prompt action in the matter and finding the details of the phone which has already been traced to Gujarat. I am making this formal complaint in writing to help with the investigation of the case. I request you to take the matter to a logical conclusion at the earliest.

Led by Advocate HS Phoolka, workers of Aam Aadmi Party (AAP) today organized an impressive that began from Sarabha Nagar and passed through Barota road, Rehru Sahib road, Kuhara village, Isher Nagar, Sua road, Gill Bridge, Atam Nagar, Guru Nanak Colony, Block A, Karnail Singh Nagar, Dugri road, Block B, Rode phatak etc.

Large number of people turned out to participate in the road show. At many places, road show took the shape of big rallies. Residents of different localities welcomed the show and honoured Mr.Phoolka who is contesting Lok sabha polls from Ludhiana constituency.

Mr. Phoolka appealed to the people to vote without any fear. He stated that party in power was using unfair means and terrorising the voters, so people should teach a lesson to it and cast vote for AAP that is pro-people party. He promised that AAP government will wipe out the corruption and there would be rule of law everywhere.

He assured that Ludhiana would be developed in to a model city. All the residents will get all the amenities without any discrimination. In the road show large numbers of common people participated with their cycles, scooters and motorcycles.
