CICU Manufacturing Excellence Committee organizes the seminar on Lean Manufacturing for the development of industries. An Interaction Meeting with the members of this Committee was held at CICU, focal point, Ludhiana. It was chaired by S. Avtar Singh, President of Chamber   of   Industrial   &   Commercial   Undertakings. The purpose of this meeting was to make aware the Industrialist about the need of the new developments required to compete in the International Markets.
S.Avtar Singh President of CICU while welcoming the industrialist emphasizes that we should make efforts to develop New Designs and Machinery for which schemes are available from Ministry of MSME. He further said that chamber is organizing various Seminars for the up-liftment of  MSME’s.
S. Upkar Singh Ahuja, General Secretary of CICU said there is a need for Low Cost Automation which can be achieved through Development and by changing the prevailing processes of manufacturing. He also explained the activities of chamber for the development of various Industrial sectors. He also informed about skilling manpower   through the Skill development Centre being run by Chamber.
Sh. Vinod K Pandita (CEO) of Perception Management Consulting Pvt. Ltd.,  told the benefit about LEAN MANUFACTURING CLUSTER and said that cluster is a very strong tool to carry improvement in industries as industry has a lot by sharing of best practice & learn from each other. He also discussed about what are challenges facing in SME’s industries and gives the knowledge about Business development, Marketing Strategy, Sustainability, Safety measures, Skill development, Business Goal, Quality management Culture and how we can get maximum result with available resource.  
Sh. Tarlochan Singh , Chairman of the Manufacturing Excellence Committee said that it is the time for Industries to get benefit  by applying the lean Manufacturing  Technique.It is a need of an hour as industry is passing from a very crucial time due to competition from China and other countries.
 Sh. Mukhinder Singh from Phagwara said that there a need to develop interchangeable Parts of the Machines.  Sh H.S.Saggu who came from Mohali said R&D facilities are required to develop new designs.
In the meeting, S/Sh.SushilKumar,Ranjitsingh, SandeepSingh,Beneypalsingh,Kamaljeet Singh, Mukhinder Singh, H.S.saggu, Gurmail Singh, Lakhvir Singh, were present to share their views.

CICU Slams -- Power Tariff Hike

In the special Executive Committee Meeting held yesterday main issues facing MSME sector were deliberated. Sh. Avtar Singh President in a statement released today said that the Three Judge Bench Judgment of Hon’ble Supreme Court decided on August 01, 2014 in Dashrath Rupsingh Rathod Vs. State of Maharashtra held that a Complaint of Dis-honour of Cheque can be filed only  to  the  Court  within  whose  local jurisdiction the offence was committed, which  is where the cheque is dishonoured by the bank on which it is drawn. This judgment has overruled the two Judge Bench Judgment in K. Bhaskaran v. Sankaran Vaidhyan  Balan  (1999)  where in the complainant can choose any one of those courts having jurisdiction over any one of the local areas within the territorial limits of which any one of the five acts was done. Following are the acts which were components of the said offence: (1) Drawing of the cheque, (2) Presentation of the cheque to the bank, (3) Returning the cheque unpaid by the drawee bank, (4) Giving notice in writing to the drawer of the cheque demanding payment of the cheque amount, (5) failure of the drawer to make payment within 15 days of the receipt of the notice.

Due to non-payment of funds, the supplier of goods and services has to face financial crunch in this highly competitive market. The magnitude of the impact of the present decision is likely to cause considerable hardship on the respondent who may have to travel long distances in conducting their defense at far of places where the cheque is dishonored.

Sh. Upakr Singh General Secretary said that retrospective power tariff hike was unheard of in electricity circles and why consumers should pay for it retrospectively. This move is a clear signal that PSERC was not an autonomous body and did not take decisions on rational and commercial grounds. Differential hike on the principals of consume more to pay less is highly unjustified. It reveals that PSERC does not understand the basic economic criteria of essential and deficient commodities.

Interestingly, the subsidy bill has come down from Rs. 4778.13 crore in the last financial year to  Rs. 4454.54 crore for the current fiscal where as the tariff is hiked by 7% for agricultural sector which is not charged from consumers as the Government pay for it to PSPCL in the shape of subsidy. This was the time when the industry was expecting help from the Government but we have been burdened with more tariff.  The Government should have provided subsidy to the industry instead of levying KVAH on industry.

He further informed that inordinate delay in releasing Vat refund timely should be resolved by addressing following issues amicably.

*        Input Tax credit is now restricted to two stages, which is not possible to comply with properly by the small scale units/traders.

*        The VAT Refund through RTGS is being paid after one month of the receipt of its voucher.

*         The information Centers at the Borders should be directed to expedite clearance of the Trucks / Goods and the Excise staff should not harass and delay the clearance of the merchandise, due to Slowdown/un-operation of Server. Locking of code for VAT dealers has become a common practice due to late submission of return. The unlocking of code is a cumbersome process, which takes 24 hours. This practice should be stopped. 

*        The newly introduced filing of VAT-15 in light of amended section 13(1) of Punjab Value Added Tax Act-2005 should be withdrawn immediately as it is not possible to comply with its provisions by small scale units. The earlier procedure should be re introduced.

Both of them have appealed and urged upon Sh. Narinder Modi Hon’ble Prime Minister of India and Sh. Ravi Shankar Prasad Hon’ble Minister of Law & Justice Govt. of India for filing review petition or brining amendment in parliament regarding the territorial jurisdiction in cheque bouncing case to save the respondents from hardships.

They have also requested Sh. Parkash Singh Badal Hob’ble Chief Minister Punjab to resolve  power tariff and vat refund woes amicably, which will go a long way in taking our Industry into a new orbit of development and growth.

CICU Effluent Treatment Society

Sh. Avtar Singh President CICU & Chief Executive Officer LETS in a statement released today said that Chamber of Industrial & Commercial Undertakings and Ludhiana Effluent Treatment Society are taking various initiatives for developing Ludhiana as pollution free clean & green city. In this context, we are conducting special seminar “Pollution Control with Modern Techniques” on 13th August 2014 at CICU Complex, Focal Point, Ludhiana. Sh. Ravinder Singh IAS, Chairman Punjab Pollution Control Board will preside over the function and Sh. CGK Murthy Managing Director Atotech India, Guest Speaker will apprise the participants about the various benefits of using modern techniques for controlling pollution specially by zinc plating, wire drying, surfacing and phosphate industries. Sh. Padam Aul, Vice President CICU & Convener Pollution Control Committee and his team is making strenuous efforts to ensure that not a single drop of effluent goes untreated/is discharged in sewerage system by any type of industry in Ludhiana.

Sh. Upkar Singh Ahuja General Secretary CICU and Director LETS said that in order to develop Ludhiana a modal city free from all types of pollution, awareness campaigns are being launched regularly by the chamber and LETS. Similar seminar will be conducted at Jalandhar for the benefit of all types of industries there in the first week of September 2014. Another seminar on Adopting Water Management Techniques is planned in the last week of September 2014. CICU Jointly with LETS is regularly launching plantation drives, encouraging use of Rain Harvesting Techniques and persuading owners of red category industrial units particularly operating in Mix Land Use Areas to scrupulously follow PPCB guidelines and avoid dumping of industrial waste.

CICU has requested and urged upon Hon’ble Chief Minister Punjab for allocation of a site on the Ludhiana city periphery for shifting electroplating units operating in the Mix Land Use Areas in Ludhiana by forming special cluster for these units. The Management of CICU and LETS highly appreciate the cooperation and support being extended by Sh. Ravinder Singh IAS Chairman PPCB and his team for resolving various pollution related issues of different category of industries amicably.

All electroplating and engineering industries of Ludhiana are requested to participates in the aforesaid event, co operate and support us to develop Ludhiana a modern city free from pollution.

Export promotion has become an essential part

Chamber of Industrial & Commercial Undertaking Conducted Seminar on Evaluating International Markets for Export Promotion on at CICU Complex, Focal Point Ludhiana.

Shri Avtar Singh President CICU in his inaugural speech emphasized that developing a successful international marketing strategy for export promotion has become an essential part of an organization’s success. As the export promotion is the vital tool to promote facilitate and accelerate the growth of the industry and trade through global markets. It is necessary for sustainable growth of our industry, trade & country. The profitability of the industry and trade can be further strengthened through the export promotion only.

The main objective of the seminar was to provide practical knowledge about International Trade and Trade Composition, to familiarize the participants on how to analyze, select and target most appropriate markets and to develop skills of logical decision making. This is necessary for our industry keeping in view the increasing global competition.

A thought provoking and interactive sessions were conducted by Dr. Mahesh Chander Joshi (Gold Medalist), who is a Master of International Business having 15 years of experience in  export promotion activities, sales and distribution along with Mr. Ajay Khullar (IIM Ahmadabad Aluminous) who has a wide experience of International Business at corporate level. Both are working as senior associate professors in LPU. The program covered topics like present scenario of international trade, how to start and pace up the export business, identification of potential markets and buyers, Govt. policies and export promotion, quoting prices for international markets and risks associated with foreign trade and suggested remedies etc.

A large no. of the executives, export managers, general managers (export) and above rank as well as many entrepreneurs attended the seminar.   

Compared to developed countries like USA, UK, Germany & France the export promotion activities from Punjab will help our country to improve the economy of the country. It will also establish our products and their brands in the open global markets. It will further improve the productivity, quality and capacity utilization of our industry resulting in cost reduction and more profitability.

This seminar on export promotion will help the participants to improve their export related activities.

PPCB Causing Undue Harassment to Electroplating Industry

Policies being framed by PPCB are anti industry

Sh. Avtar Singh, President CICU in a statement released today said that:

Ø  14 different teams formed by Punjab Pollution Control Board carried out intensive survey of electroplating related industries in Ludhiana.

Ø  PPCB officials directed all electroplating related industrial units to install meters on water outlet supply through submersible pump or water connection of Municipal Corporation.

Ø  This is a very futile exercise which is not at all connected with controlling water pollution.

Ø  Water supply through different sources is used by these industrial units for different purposes such as manufacturing process, drinking, toilet cleaning, cooling etc.

Ø  PPCB is not concerned with entire water in take but for proper treatment of effluents in water mainly used in the manufacturing process.

Sh. Charanjit Singh Vishwkarma, President United Cycle Parts & Manufacturing Association said that this highly uncalled for and unrealistic direction has caused great resentment and created panic in the entire electroplating industry. Such type of policies being framed by PPCB are anti industry and one can not hope that any new electroplating industry will ever come up in the Punjab State.

Both of them have requested and urged upon Hon’ble Chief Minister, Sh. Parkash Singh Badal to instruct the chairman PPCB not to introduce measures in the guise of controlling pollution which are causing undue harassment to the electroplating industry already reeling under adverse economic scenario.

CICU Condemns the Proposal of PSPCL

Imposing Power Cuts and Seeking Hike in Power Tariff will have negative impact

Sh. Avtar Singh, President CICU said that the proposal of PSPCL for Imposing Power Cuts and seeking hike In Power Tariff submitted to PSERC is uncalled for which will have negative impact on the industry as the cost of production will go up subsequently and lead the industry uncompetitive. This unrealistic proposal is contrary to the tall claims of power surplus Punjab repeatedly being announced by PSPCL. Besides inconvenience to power consumers, the hike in power tariff will be burdening industrial and domestic sectors at the cost of providing free electricity to agriculturalists. Punjab is now a power surplus state therefore should provide power at reasonable rate with other States in India.

Hiking power tariff every year to provide free electricity to farmers cannot be justified as MSMEs are also reeling under adverse economic scenario. All policies framed by PSPCL are anti industry and the industrialists of Punjab are being supplied power at exorbitant rate as compared with all other Northern States. One cannot hope that any new industry will come up in the State due to repeated hike in power tariff and imposition of power cuts.

Sh. Upkar Singh Ahuja General Secretary said that losses of PSPCL are mainly attributable to deficiencies in financial management, planning, implementation of projects, running their operations and monitoring and losses can be minimized or eliminated with better management. He has requested and urged upon Chairman Punjab State Energy Regulatory Commission not to grant permission to PSPCL for hike in power tariff which is bound to fuel inflation and prices northward, so as to save the Punjab industry from disaster and further exodus to adjoining states having pro industrial policies.  

CICU requests and urges upon Hon’ble Chief Minister, Sh. Parkash Singh Badal to advise Chairman PSERC not to grant approval for the proposal of PSPCL for seeking hike In Power Tariff so as to encourage investments from other States in Punjab and to boost existing industry.

Sh. Avtar Singh on his election as President of CICU and nomination of Sh. Upkar Singh Ahuja as General Secretary CICU were honoured by Focal Point Welfare Association, Phase-VII, Ludhiana.

Sh. Kulwinder Singh Benipal President Focal Point Welfare Association in a statement released said that Stalwarts of Ludhiana Industries and CICU Members elected Sh. Avtar Singh, as President, who is associated with the Chamber since 1990,  un-opposed in the Annual General Meeting held on 23rd April’ 2014.    Taking into consideration the all outs efforts and services, for the growth and development of Trade and Industry, the President has nominated Sh. Upkar Singh Ahuja as General Secretary CICU.

Sh. Avtar Singh President CICU said that it is challenging time ahead, MSMEs can grow faster than ever but we need to change quickly and continuously.  An encompassing growth is need of the hour as a Small Entrepreneur today will be a big Entrepreneur tomorrow and might become multi-national Enterprise eventually, if given the comfort of timely development support. Accordingly, CICU intend to accelerate activities periodically for boosting growth and development of MSMEs in the State of Punjab.

Repair of roads in Focal Point: PSIEC will bear entire expenses

Sh. Shakti Sharma said that remaining main roads of Focal Point, Ludhiana which are in bad condition and need heavy repairs will be constructed on RCC pattern. PSIEC will bear entire expenses on construction of these concrete roads. He informed that PSIEC had already spent Rs. 18 Crores for constructions of RCC roads in Focal Point, Ludhiana.
Sh. Sharma further said that power distribution system requiring immediate repair of electric poles and wires for bringing required improvement in supply of power to industrial units will be taken up with the Chairman Punjab State Power Corporation Limited on priority basis. He assured the Industrialists that all Departmental Heads of State Govt. will be requested for releasing adequate funds under their schemes for bringing all round development and uplift of infrastructure of Focal Point, Ludhiana. All out Efforts will be made to fix time frame for different works.
The key members of Focal Point Welfare Association brought to the kind notice of Sh. Sharma regarding the precarious condition of main roads, power supply and infrastructure of Focal Point, Ludhiana. This meeting was attended by Sh. Manjit Singh Khalsa Chairman & Sh. Kulwinder Singh Benipal President Focal Point Welfare Association Ludhiana, Sh. Ajit Singla, Sh, Rajesh Lakra, Sh. Election: Cutting Tool Manufacturing Association

Singh Jeewan of Hindustan Enterprises was elected unopposed unanimously in the Annual General Meeting of Cutting Tool Manufacturing Association held under the patronization of Sh. Upkar Singh Ahuja, General Secretary, Chamber of Industrial & Commercial Undertakings on 02-01-2014 at Phase VII, Focal Point, Ludhiana.

Sh. Upkar Singh Ahuja advised the newly elected President for facilitation of new and innovative technology transfer, training in skill development, marketing support and supportive infrastructure for the growth and development of cutting tool industry.

Sh. J P Singh thanked all members for bestowing higher responsibilities and assured to make strenuous efforts to attain new heights for the esteemed association with their blessings, support, guidance & co-operation.
