IDPD pays homage to those martyred in terrorist violence at Pahalgam

In an interactive session organised by the Indian Doctors for Peace and Development (IDPD) on ‘Terrorist Violence and Social Harmony’ various speakers condemned in strong words the killing of innocent tourists in Pahalgam. They pooh-poohed the hollow claims of the Modi government that terrorism has come to an end in the valley.  The Prime Minister had said that terrorism will end after the demonetization and reiterated it after abrogating article 370. 

The figures however show that more number of people have fallen to terrorist violence under the present regime compared to the previous UPA government. Average number of those killed by the terrorists per year had been brought down to 121during UPA government while it stands at 127 now. 

As a knee jerk reaction the government’s decision of putting Indus river treaty in abeyance and stopping water to Pakistan is not technically feasible and also illegal. Such an act will be denial of water and food to  20 crore people in Pakistan as this  water is the lifeline for their agriculture and other needs. It is essential that the perpetrators of violence must be brought to book, but Prime Minster’s talk of aggression and machismo is not realistic. Attacks on Muslims and Kashmiri students must stop. 

We should understand that the people of Kashmir have overwhelmingly rejected terrorist violence in Pahalgam. They not only saved the survivors but came to streets in such large number against this violent act is a good sign. This should be taken forward with caution and wisdom. 

While maintaining the dignity of our nation and protecting sovereignty of the country, we should act on the philosophy of ‘Vasudhaiv Kutumbkam’ which reflects a profound worldview that emphasizes universal interconnectedness and intrinsic unity of human beings. 

It is a well known fact now that during the present warfare more number of civilians are killed as compared to the combatants. It is time the south Asian countries should develop a common security system to tackle any such happening anywhere in the region.

CMC conducts training workshop for doctors

The revised basic course workshop and training in attitudes, ethics and communication (AETCOM) module under aegis of medical council of India started at Christian Medical College Ludhiana. A total of 30 medical teachers from various medical colleges of Punjab, J&K, Assam and Chandigarh are the participants. Dr. Tejinder Singh, Convenor of the Nodal Training Center at CMC informed that we have been conducting such training since 2009 as part of MCI initiative and have covered about 2000 teachers so far. The training on soft skills for doctors is being increasingly emphasized the world over. Principal of the college Dr. Jeyaraj Pandiyan stressed the role of teacher training to meet the proposed changes in medical education so that the doctors stay relevant to health needs of the people. Dr. Karamvir Goyal graced the occasion as representative of the Punjab Medical Council.

Dr. Gagandeep Kwatra, in charge of the course informed about interactive nature of the program. Dr.JugeshChhatwal, Dr.Dinesh Badyal, Dr.Monika Sharma, Dr.Bharti Uppal, Dr.Sheena Singh and Dr.Aroma Oberoi  are the faculty members for the course.

The doctors of Ludhiana on roads against hooliganism

The doctors of IMA Ludhiana are anguished at the recent incident of hooliganism at the Arora Nursing Home, Baba Than Singh Chowk, Ludhiana by certain unscrupulous elements. The doctors are trained to prevent disease and treat a person if she/he is befallen ill. Many a times despite best efforts, we are not able to cure the patient. In this specific case the patient Jyoti, who was a case of Acute Asthma with severe Pulmonary Tuberculosis was admitted at the Arora Nursing Home on 20-7-2014 in a critical condition. After initial stabilization the relatives of the patient were told to shift her to CMC Hospital as the prognosis was poor. But they refused to do so under written informed consent and wanted treatment to be continued at Arora Nursing Home only. She showed improvement but on 23rd July at 8.40 am she again became critical. The attendants were again told to shift her to CMC Hospital but they refused again due to financial problems. Despite best efforts by treating team the patient could not be saved. Some of the relatives at this juncture started creating ruckus and called few hundred people there. On provocation by Mr. Mukesh Khatri & his accomplices; they started pelting stones and damaged the hospital property. They staged a dharna outside the hospital but only with police intervention they took the body for postmortem. Again for the next two days they set on dharna in front of the hospital led by Mr. Ramesh Bangar & Mr. Mukesh Khatri and blocked the functioning of the hospital. Some people even threatened Dr. Arora & hospital staff with abusive language and threatened of physical assault. Mr. Ramesh Bangar & Mr. Mukesh Khatri demanded Rs. 5 Lacs to settle the matter.

There are several forums for the redressal of the grievances of the patients. Patients and their relatives should not indulge into any kind of violence against doctors or hospital staff when provocated by so called Mohalla leaders / Local politicians / black-mailer & self-styled mischievous NGO leaders. Damage to the hospital property is cognizable offence under the “Punjab Protection of Medicare Services Persons and Institutions (Prevention of Violence and damage to property) Act 2008.  The Indian Medical Association has time and again demanded that this act should be implemented in letter and spirit and the life / property of the doctors be protected. Only under such conditions and a tension free atmosphere the doctors can discharge their duties well. We demand:

1.   All those who indulged in violence should be booked under above-said law.

2.    Government or administration should make it sure that no such dharna be allowed in front of any hospital in case of any such eventuality.

3.    We request the media also not to highlight the news against doctors without verifying the facts thus indicting the concerned doctor and damaging his reputation which he has earned in years.  

4.    Special campaign to be launched by the administration to sensitize the junior police force and the people about this issue.

We further appeal to the people to trust in the doctors because the doctors are most pained in the event of any mishap with any patient.

Doctor’s day was celebrated today on 29th June 2014 in IMA House Ludhiana to Honour the legendary physician and the second chief minister of West Bengal, Dr. B. C Roy who was awarded highest civilian award Bharat Rattan. The IMA affirmed its commitment to the care of sick and the infirm through participation in various health programmes for the society.
In the morning a blood donation camp was organized in the IMA House in collaboration with Civil Hospital. The donated blood was handed over to blood transfusion officer civil hospital Ludhiana Dr. Ramandeep Kaur.
Dr. B S Mangat, Dr. Avinash Jindal, Dr. Vishal Garg, Dr. Harish Kirpal & Mr. Sudhir Kumar from IMA Ludhiana donated the blood along with many others.
S. Harcharan Singh Gohalwaria Mayor Municipal Corporation Ludhiana was the Chief Guest at the evening function. He was presented a memorandum concerning various problems faced by the doctors of the city. In his address he assured the doctors of full cooperation to address their issues. He felicitated several senior doctors of the city for their services to the Association, profession and the society.
Many doctors, their spouses  and children presented music, dance and IMA House was brought alive with the cultural programme.
Mayor S. Harcharan Singh Gohalwaria, Dr. L S Chawla recipient of Dr. B.C Roy award and founder vice chancellor Baba Farid University of health sciences Punjab, Dr. R K Sharma President IMA Ludhiana & Dr. Deepak Parasher Secretary IMA Ludhiana and other office bearers  presented the Senior Doctors with certificate of Honour and bouquets and lauded their role in serving IMA, society and humanity.
The audience was mesmerized by the melodious songs and Ghazals sung by many doctors.
The event ended on a colourful note with high tea and refreshments.

Doctors’ circle passed following resolution

1. Brutal attack by UP minister and UP police on Medical Students:- medical students have been victims of brutal attack by criminal ministers of UP Govt  at Kanpur Medical College. The medical students have not even been treated like animals but they have been crushed and cut like vegetable. This reminds us of dark days of Aurangzeb rule. The brutal beating of medical students will harm their psychology and they will find it difficult to become good doctors with compassion and love towards ailing humanity and in the process the public will suffer due to black deeds of these demons. Doctors’ Circle condemns these atrocities on medical students.

2. Frequent attacks by unruly mobs on doctors and medical institutions and illegal registration of cases against doctors by police:- Doctors are subjected to a large number of laws to investigate negligence in their duty, if any. These laws are Consumer Protection Act, Medical Council Act, Civil Courts etc..  If the administration can not protect doctors and medical institutes from unlawful attacks then the laws against doctors should also be withdrawn. Just as it is the duty of doctors to protect the patients under their care to the best of their capacity we, doctors depend upon the Commissioner of police and Deputy Commissioner of the district to do their best to protect the life and property of medical professionals.

No doctor can ever play GOD and guarantee that patient will not suffer from any side effects of the treatment; allergic reaction to even a tablet given to the patient may become life threatening. No health patient comes to the doctors, the body systems of the patients when they come to the doctors are already deranged, and that is why they come to the doctors. Many patients come late after the disease gets complicated and so difficult to cure.  Doctors go out of the way to work hard for these patients and try their best but there is a failure rate in the best hospital of the world. Supreme court has ruled that no FIR should be filed against any doctor without inquiry by a panel of doctors indicating negligence, administration and police should honor this.

ESMA on the doctor is shameful

Doctors of IMA Ludhiana assembled at IMA House, BRS Nagar today to protest against the unprecedented violence against the medical fraternity at Kanpur as per the directions of National IMA HQ, New Delhi.

Large Numbers of doctors from Clinics, Nursing Homes and Hospitals were present in the meeting. Some hospitals sent their representatives. The meeting condemned the incidences in Kanpur and elsewhere. There was complete failure of administration and atrocities were committed against the innocent students and doctors at the behest of a communal & corrupt politician, aided and abetted by the district administration & police force represented by SSP Kanpur.

The administration has imposed ESMA on the doctor, which is shameful.

The meeting also condemned the happenings in Talwanddi Sabo, where the doctor was arrested under section 304 without constituting the board of experts, thus violating the Supreme Court orders. There was no case registered against the culprits who ransacked the hospital and manhandled staff against Punjab Medicare Protection Act 2010. The hooliganism and ransacking of property at DEV Hospital Chandigarh Road, Ludhiana after the death of a new born baby and no registration of the case against the culprits under the said act, was also condemned. The members asked the authorities to immediately quashing of FIR against Dr. Dinesh Bansal & registration of criminal cases against the culprits at Ludhiana & Talwanddi Sabo. The IMA may go to court if the demands are not met against the concerned persons.

Later all the members went to Dayanand Medical College & Hospital, where the meeting of the Principal, Staff and students was being held. They expressed their solidarity with the students and thanked the Principal Dr. Daljit Singh & Dr. Sanjeev Uppal for observing OPD bandh.

Dr. Manoj Kumar Sobti President IMA Punjab discussed the various issues concerning doctors in Punjab.

Dr. Arun Mitra, Dr. Narjit Kaur, Dr. Avinash Jindal, Dr. Deepak Parasher, Dr. Ajit Singh Chawla, Dr. Anakhvir Gill, Dr. D S Batth and others expressed their views.

However the strike was called off considering the decision of the High Court & unconditional release of 24 medical students by Uttar Pardesh Government.

In protest to atrocity of police and administration at Kanpur IMA Punjab is calling complete medical bandh on 06-03-2014 as instructed by IMA headquarter.

The four demands of our peaceful protest that consists of a meager 2.8 lakh doctors all over India are as follows:

1. Immediate revocation of all charges against the arrested medical students and assurance for their safe transit from jail to medical campus.

2. Irfan Solanki should be arrested and F.I.R. should be lodged on attempted murder, abduction, illegal/unauthorized use of force, assault on doctors on duty and damage to Govt. property.

3. SSP Yasashvi Yadav should immediately be suspended from duty and F.I.R. should be lodged against him on above grounds.

4. There should be a judicial enquiry into the incidence at the level of a working judge.

All the OPD services of the hospitals will be closed on 06-03-2014. Emergency services will not be effected.  Memorandum will be give to police commissioner / deputy commissioner of all the districts.  This movement of ours is not against the people. Its for the people. We are also the public. .

Unprecedented atrocities have been committed against medical students by the Government of Utter Pradesh at Kanpur Medical College. The medical students have not even been treated like animals but they have been crushed and cut like vegetable. The criminal record of Mulayam Singh Yadav and most of the ministers of this Government is no secret.

This reminds us of dark days of Aurangzeb rule. These are dark days for democracy in India when criminals are ruling over Indian masses and are enjoying looting and hunting the public. Money from corruption /crime and muscle power of mafia is the king maker and they have no value for education and service.

Doctors’ Circle condemns these atrocities on medical students and demands

1 The UP Government should be dismissed

2The culprit minister and culprit police officers be dismissed and arrested .

3 Rupees 10crore compensation be given for each dead medical student and Rs 20lakh compensation be for each injured student.

4 All cases against medical students be withdrawn.

IMA Protest against the assaults on the doctors

FIR was registered against 24 doctors

Ludhiana: 4 March 2014:(Rector Kathuria//Punjab Screen):

An emergency General body meeting of IMA Ludhiana was held in IMA House, BRS Nagar Ludhiana 0n 4th March 2014 to protest against the increasing number of assaults on the doctors. The meeting was called in the view what has recently happened in Dev Hospital Jamalpur Ludhiana, Raj Hospital Talwanddi Sabo & Medical College Kanpur. In the latter incidence the police and politician joined hands to beat up the doctors. FIR was registered against 24 doctors, 36 medicos are missing and more than 400 medical students were beaten up mercilessly. In Talwanddi Sabo, case was registered against the doctor under IPC 304 and he was arrested and is still under arrested. This is in gross violation of Supreme Court orders according to which no doctor can be arrested and no case may be registered against him until medical negligence is proved by board of doctors.

Similar violation of court orders happened at Dev Hospital, where hospital property was vandalized by relatives of the patient and no case has been registered against the culprits.
The IMA highly condemns this sort of incidences which are growing not only in city, State but all across the country.
IMA demands immediate release of Dr. Dinesh of Talwanddi Sabo and withdrawal of all the cases against him.
The persons responsible for vandalizing hospital property and police officers, who registered cases against the doctors should be booked.
Once again IMA highly condemns Kanpur Incidence and sympathizes with doctors and medical students.
According to the National IMA Headquarter, if the action is not taken against the culprits the doctors will go on indefinite strike nationwide.

Police should have followed the instructions laid down by Supreme Court

IMA Punjab strongly condemns the registration of FIR against the doctor incharge, Raj Hospital, Talwanddi Sabo, Distt. Bathinda. Before registering FIR against any doctor the police should have followed the instructions laid down by Supreme Court in Jacob Mathew case. According to the Supreme Court judgment before registering a case against any doctor he should be proved guilty by an expert committee of doctors.

IMA Punjab also condemns the action of police to keep the doctor in illegal custody. There are instructions from DGP Punjab that before arresting any doctor, a proper enquiry should be held only if the doctor found guilty by the expert committee then the case can be registered.

The new experiences and challenges were being discussed and even objections were also raised. In fact it was a real and full of life CME.

Seminar on violence against doctors/medico-legal problems

Doctos’ Circle conducted a seminar on CPA, Violence against doctors and other medico-legal problems affecting the doctors. 180 doctors participated in the seminar. Dr OPS Kande, member executive committee & disciplinary committee and chairman medico-legal cell of Punjab Medical Council was the Chief Guest. Dr RK Sharma, President IMA Ludhiana was the Guest of Honour.

Dr Mahesh Baldwa, MBBS, DCH, MD,LLB,LLM and PhD Law in his address to the doctors emphasized on the following points

1.      That doctors should treat the patients in a systematic manner by getting all investigations and should not treat any patient just by the impression that the patient is suffering from a simple disease. He gave examples that patients of simple headache given pain killers without investigations later became serious and died similarly he gave examples about pain killers given for simple pain  upper abdomen which later spread to chest and proved to be heart attack.

2.      Medical records be maintained properly in detail and doctor should note down what is the thought process of the doctor treating the patient. Formats of the stationary about record keeping were distributed to the delegates.

3.      Law does not require a doctor to be the best but it requires that proper care has been taken, cross consultation should be obtained when in doubt and patient be referred if the situation requires to be so.

4.      Should not give the medicines of pathies you have not studied for example allopathic doctors should never give medicines of Ayurved a etc as this may delay proper investigations and complicate the illness.

5.      Doctors should install security cameras to record misbehavior or assault by unscrupulous persons as this has become now an unavailable offence and heavy penalties are being levied against these miscreants.

Dr Satish Nauhria, Convener, said that doctors can give proper services only if their minds are at peace and they are able to apply their full mind to the problems of the patient and that no one should believe that doctors are having magical powers to cure the patients who have delayed their diseases by ignoring these.

Advocate AK Jindle in his speech said that doctors should spend time to make them conversant with the laws concerning them and follow them in letter and spirit, this will be their biggest saving factor.

Dr Narotam Dewan, President Doctors’ Circle said that doctors religiously dedicate their lives to the service of the ill. Doctors let their lives, their comforts, their quality time be consumed by this noble profession. For us, the doctors, the well being of the patients comes before family and commercial considerations we practice our profession with consciousness and dignity. Doctors treat the patients as first & foremost with compassion, human dignity and respect the rights of the patients. He said that The inputs for making of a doctor, clinic or a hospital have sky rocketed. The money, efforts, commitment, need for documentation and laws governing the medical practice have increased many folds in recent times.

Dr Dewan said that Giving healthcare is no easy job, had it been so than Government would have fulfilled its commitment of ‘Health for all by 2000’. Our Government is signatory to the declaration of Alma Ata, signed by our Government in 1978 which had the goal of Complete Physical, Mental & Social well being for all citizens by 2000. In such a scenario the private doctors and medical establishments are bearing the responsibility to fill the gap and take care to the ill of our society at the cost affordable to them.

The Government gives subsidized land, grants and many other facilities to big corporate hospitals which promise but never provide charitable services. The cost of treatment in these hospitals with fancy buildings is prohibitive. On the other hand patient has the opportunity of an easy approach to the doctors of private nursing homes and clinics who listen to their economic and social difficulties and almost invariably give them discounts and concessions.

Dr Sanjeev Uppal, Dr Iqbal Ahuja, Dr Parveen Poplli, Dr ND Avesthy, Dr Rajeev Gupta, Dr JL Bassi chaired the sessions. 180 doctors participated in the discussions held at seminar.

I saw my new-born nephew lose his life.

This happened because the doctors neglected to attend to my sister-in-law

Help me get justice for my new born nephew who died because of medical negligence. Sign My Petition Dear Rector - Two weeks ago, I saw my new-born nephew lose his life. This happened because the doctors at the Sub Divisional hospital, Deogarh, Jharkhand neglected to attend to my sister-in-law, who was in labour. That’s why I started a petition on Change.org asking the District Magistrate of Deogarh, Rahul Pawar to take immediate action against the authorities at the hospital. Medical negligence is not just a problem in Deogarh but an issue faced by thousands of citizens across India. What’s worse is that I just found out that India has the highest number of newborn deaths in the world.Medical negligence is one of its major reasons. Rector, I believe this needs to stop immediatelybecause there are thousands of infants like my nephew who lose their lives everyday. Medical negligence should be taken seriously. My family is still in shock. We had to bury my nephew a few hours after he was born. More support on my petition will ensure that the DM does not ignore our demands and takes action to end medical negligence in this hospital.
